With recent developments in the evaluation field such as privatization and mandated outcome-focused evaluation, evaluators today face new and complex ethical challenges regarding stakeholders, the public good, and utility. This volume of New Directions for Evaluation explores how evaluators can avoid, reduce, or resolve the ethical conflicts that arise. The authors offer a cost-benefit approach to exploring the ethics of various research designs and make recommendations for achieving a balance between neutrality and advocacy. They shed light on the ethical challenges evaluators face when collaborating with foundations and communities; working in a culture different from their own; and determining the nature of stakeholder involvement. This is the 82nd issue of the quarterly journal New Directions for Evaluation.

On February 26, 2020, the Board on Health Sciences Policy of the National Academies of Sciences, Engineering, and Medicine hosted a 1-day public workshop in Washington, DC, to examine current and emerging bioethical issues that might arise in the context of biomedical research and to consider research topics in bioethics that could benefit from further attention. The scope of bioethical issues in research is broad, but this workshop focused on issues related to the development and use of digital technologies, artificial intelligence, and machine learning in research and clinical practice; issues emerging as nontraditional approaches to health research become more widespread; the role of bioethics in addressing racial and structural inequalities in health; and enhancing the capacity and diversity of the bioethics workforce. This publication summarizes the presentations and discussions from the workshop.

This book systematically addresses the issue of assessing the normative nature of visions of emerging technologies in an epistemologically robust way. In the context of democratic governance of emerging technologies, not only it is important to reflect on technologies’ moral significance, but also to address their emerging and future oriented character. The book proposes an original approach to deal with the issue of “plausible” ethical evaluation of new technologies. Taking its start from current debates about Technology Assessment, the proposed solution emerges as a combination of theoretical and methodological insights from the fields of Philosophy of Technology, Science and Technology Studies and a normative justification based on pragmatist ethics. The book’s main contribution is to engage a diverse and interdisciplinary audience (ethicists, philosophers, social scientists, technology assessment researchers and practitioners) in a reflection concerning the epistemological challenges that are associated to the endeavour of appraising the moral significance of emerging technologies in the attempt of democratically governing them. As an all-volunteer service accepting applications from nearly 400,000 potential recruits annually from across the U.S. population, the U.S. military must accurately and efficiently assess the individual capability of each recruit for the purposes of selection, job classification, and unit assignment. New Directions for Assessing Performance Potential of Individuals and Groups is the summary of a workshop held April 3-4, 2013 to examine the future of military entrance assessments. This workshop was a part of the first phase of a larger study that will investigate cutting-edge research into the measurement of both individual capabilities and group composition in order to identify future research directions that may lead to improved assessment and selection of enlisted personnel for the U.S. Army. The workshop brought together scientists from a variety of relevant areas to focus on cognitive and noncognitive attributes that can be used in the initial testing and assignment of enlisted personnel. This report discusses the evolving goals of candidate testing, emerging constructs and theory, and ethical implications of testing methods.
