The present volume is an outgrowth of a select symposium convened by the Stockholm International Peace Research Institute (SIPRI) in co-operation with the United Nations Environment Programme (UNEP) in Stockholm, 15-18 March 1987.

The environmental devastation caused by military conflict has been witnessed in the wake of the Vietnam War, the Gulf War and the Kosovo conflict. This book brings together leading international lawyers, military officers, scientists and economists to examine the legal, political, economic and scientific implications of wartime damage to the natural environment and public health. The book considers issues raised by the application of humanitarian norms and legal rules designed to protect the environment, and the destructive nature of war. Contributors offer an analysis and critique of the existing law of war framework, lessons from peacetime environmental law, means of scientific assessment and economic valuation of ecological and public health damage, and proposals for future legal and institutional developments. This book provides a contemporary forum for interdisciplinary analysis of armed conflict and the environment, and explores ways to prevent and redress wartime environmental damage.

The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. This meeting was organized by a group of five people from five different countries: Lothar Brock (Germany), Nils Petter Gleditsch (Norway), Thomas Homer-Dixon (Canada), Renat Perelet (Co-Director, Russia), and Evan Vlachos (USA).

This work presents the evolution of the traditional concept of "national security" as military security to additionally embrace "environmental security" and then necessarily also "social (societal) security", thence to be termed "comprehensive human security". It accomplishes this primarily by presenting 11 of the author's own benchmark papers published between 1983 and 2010 (additionally providing bibliographic citations to a further 36 of the author's related publications during that period). The work stresses the importance of transfrontier (regional) cooperation, and also recognizes global overpopulation as a key impediment to achieving comprehensive human security.

This collection of essays by Professor Michael N. Schmitt of Durham University draws together those of his articles published over the past two decades that have explored particular fault lines in the law of armed conflict. As such, they examine the complex interplay between warfare and law, seeking to identify where the law and warfare appear to diverge, and where such apparent divergence can be accommodated through contextual interpretation of the law. Each essay examines a particular issue in either the jus ad bellum (the law governing resort to force) or jus in bello (international humanitarian law) that has proven contentious in terms of applying extant norms to the evolving face of armed conflict. Among the topics addressed are counter-terrorism, cyber operations, asymmetrical warfare, assassination, environmental warfare and the participation of civilians in hostilities.
