Mega-events have long been used by cities as a strategy to secure global recognition and attract future economic investment. However, while cultural mega-events like the European Capital of Culture have become increasingly popular, cities have begun questioning the traditional model of other events such as the Olympic Games with many candidate cities cancelling bids in recent years. This approach to planning and developing cities through mega-events introduces a broad range of physical effects and nuanced institutional changes for cities, particularly for the more sensitive heritage areas of cities. This book explores these issues by first examining the dynamics of cities’ attempts to reduce overall costs and increase the sustainability of these large events by further embedding them within the existing fabric of the city and second by studying in depth the impact on the heritage of host cities. This book investigates three World Heritage Cities: Genoa, Liverpool and Istanbul, each of which have hosted the European Capital of Culture and introduced a variety of opportunities and risks for their heritage. The book highlights the potential benefits and challenges of integrating event and heritage planning to provide lessons that can help future historic cities and heritage decision makers better prepare for such events.

This analysis explores the social history and politics of mega-events from the late 19th century to the present. Through case studies of events such as the 1851 Crystal Palace Expo, the 1936 Berlin Olympics and the 1992 Barcelona Olympics, Maurice Roche investigates the impact Expos and Olympics have had on national identities, on the marking of public time and space, and on visions of national citizenship and international society in modern times. The spectacle of major cultural and sporting events can preoccupy modern societies. This book is concerned with contemporary mega-events, like the Olympics and Expos. Using a sociological perspective Roche argues that mega-events reflect the major social changes which now influence our societies, particularly in the West, and that these amount to a new ‘second phase’ of the modernization process. Changes are particularly visible in the media, urban and global locational aspects of mega-events. Thus he suggests that contemporary mega-events, both in their achievements and their vulnerabilities, reflect, in the media sphere, the rise of the internet; in the urban sphere, de-industrialisation and the growing ecological crisis; and in the global sphere, the relative decline of the West and the rise of China and other ‘emerging’ countries.

In these ways, they have already been demonstrating higher flexibility in which to respond to future health and safety constraints. When it comes to the relation to the existing city, cultural mega-events have been planned, implemented, and studied far more than any other. By leveraging the richness of cultural mega-events, this multidisciplinary collection deepens the intersection between events and cultural heritage. The chapters in this book provide a new theoretical framework, critical questions, and relevant case studies to argue that the nexus between mega-events and heritage is a key challenge for many cities in Europe and beyond.
