Examines the ethical dilemma of whether, and how, archaeologists and other experts should work with the military to protect cultural property in times of conflict. The world reacted with horror to the images of the looting of the National Museum in Iraq in 2003 - closely followed by other museums and then, largely unchecked, or archaeological sites across the country. This outcome had been predicted by many archaeologists, with some offering to work directly with the military to identify museums and sites to be avoided and protected. However, this work has since been heavily criticised by others working in the field, who claim that such collaboration lended a legitimacy to the invasion. It has therefore served to focus on the broader issue of whether archaeologists and other cultural heritage experts should ever work with the military, and, if so, under what guidelines and strictures. The essays in this book, drawn from a series of international conferences and seminars on the debate, provide an historical background to the ethical issues facing cultural heritage experts, and place them in a wider context. How do medical and religious experts justify their close working relationships with the military? Is all contact with those engaged in conflict wrong? Does working with the military really constitute tacit agreement with military and political goals, or can it be seen as contributing to the winning of a peace rather than success in war? Are guidelines required to help define roles and responsibilities? And can conflict situations be seen as simply an extension of protecting cultural property on military training bases? This book focuses on the balance between protecting human rights and protecting world heritage sites. It concerns itself with the idea that the management of heritage properties worldwide may fail to adequately respect traditional entitlements and rights of individuals and communities living within or being affected by changes in the use of these spaces. It also explores the concept that the international heritage field has limited knowledge and awareness of this challenge. The volume argues that the dilemmas in question result from different conceptualisations of the key terms of 'rights', 'heritage' and 'community' among different groups and across political and cultural boundaries. In so far as 'culture' is what enables us to read the meanings involved, the ultimate questions are those that ask whose power is contested when one meaning is ‘fixed’ and the heritage of one group of humans is given the right to have its symbolic representation enjoyed and protected. The included case studies give vivid examples of this. This book was originally published as a special issue of the International Journal of Heritage Studies.

It is widely acknowledged that all archaeological research is embedded within cultural, political and economic contexts, and that all archaeological research falls under the heading ‘heritage’. Most archaeologists now work in museums and other cultural institutions, government agencies, non-government organisations and private sector companies, and this diversity ensures that debates continue to proliferate about what constitutes appropriate professional ethics within these related and relevant contexts. Discussions about the ethics of cultural heritage in the 20th century focused on standards of professionalism, stewardship, responsibilities to stakeholders and on establishing public trust in the authenticity of the outcomes of the heritage process. This volume builds on recent approaches that move away from treating ethics as responsibilities to external domains and to the discipline, and which seek to ensure ethics are integral to all heritage theory, practice and methods. The chapters in this collection chart a departure from the tradition of external heritage ethics towards a broader approach underpinned by the turn to human rights, issues of social justice and the political economy of heritage, conceptualising ethical responsibilities not as pertaining to the past, but to a future-focused domain of social action.

Underwater Cultural Heritage investigates cases of underwater cultural heritage, exploring ethical issues that have never been studied before. A vast cultural heritage lies beneath the sea, including the archaeological remains of more than three million vessels, as well as historic monuments and whole cities. In addition, climate change, population growth and current events around the world mean that new underwater cultural heritage is being created faster than ever before. It is, therefore, essential that the ethical issues related to the management of such heritage are considered now, especially as decisions made now will bestow the heritage with a value and will establish legal frameworks that could be used either to protect or harm underwater heritage in the future. Considering a range of challenges related to underwater cultural heritage - including preservation, management, use, sustainability, valuation, politics, identity, human rights, and intangible heritage - the book presents case studies that both illustrate the key ethical issues and also offer possible solutions to help navigate such challenges. The book will also explore the various legislative instruments protecting underwater cultural heritage and emphasise the importance of revising and updating legal frameworks, whilst also taking into account ethical concerns that may expose cultural heritage to more serious menaces. From Lawrence of Arabia to the Monuments Men to the contributors within this volume, academic scholars have found themselves engaged in conflict areas, in topics involving conflict, and in unlikely partnerships with military professionals. Motives and methods have varied dramatically over the years, but the over-riding theme of this volume is stewardship. In each case, an author has encountered a situation where their expertise has offered the potential to help save archaeological properties, historical structures, and sacred places - or has documented the process. Drawing on major contributions from seven armed forces, amongst others, this book aims to set out the obligations to protect cultural heritage under international Conventions; provide a series of case studies of current military practice; and outline the current efforts to enhance this. This book aims to advance the understanding of cultural property in armed conflict, and its significance for anti-terrorism and peace-building strategies. As the author argues, ISIS’ orchestrated theft and destruction of cultural property has become a tactic of war. Through a historical, political, and legal analysis, this book explains the pathology of radical groups’ behavior toward cultural objects as part of their terror campaign. Using constructivist ideas, it explains the importance of cultural property in the context of short-term and long-term security and analyzes the evolution of laws and policies to protect it.

Heritage under Pressure examines the relationship between the political perspective of the UK government on 'soft power' and the globalising effect of projects carried out by archaeologists and heritage professionals working in the historic environment. It exemplifies the nature of professional engagement and the role of the profession in working towards a theory of practice based on the integrity of data, the recovery and communication of information, and the application of data in real world situations. Individual papers raise complex and challenging issues, such as commemoration, identity, and political intervention. A further aim of the volume is to illustrate the role of professionals adhering to standards forged in the UK, in the context of world heritage under pressure. Papers also contribute to the emerging agenda developing as a result of the re-orientation of the UK following the Brexit vote, at once emphasising the global aspiration of the Uk’s professional archaeological body – the Chartered Institute for Archaeologists – in relation to the global reach of UK academic practice. By implication the volume also addresses the relationship between professional practice and academic endeavour. The volume as a whole contributes to the emerging debate on the authorised heritage discourse and provides an agenda for the future of the profession.
