This original book explores the character of cultural governance of arts and cultural institutions in eight countries across five continents. Examining strategy and decision-making at an organisational level, this is the first empirical contribution on cultural policy and management, revealing how it is applied across the globe in otherwise unexplored countries. Concerned with the assumption that ‘one-size fits all’, the chapter authors analyse how cultural governance is managed within arts organizations in a range of countries to assess whether some locations are trying to apply unsuitable models. The chapters aim to discover and assess new practices to benefit the understanding of cultural governance and the arts sector which have as yet been excluded from the literature. As a collection of local accounts, this book offers a broad and rich perspective on managing cultural governance around the world.

In 1987, the Santiago de Compostela Declaration laid the foundations for the first Council of Europe Cultural Route, highlighting the importance of our rich, colourful and diverse European identities. Today, the Council of Europe Enlarged Partial Agreement (EPA) on Cultural Routes oversees 29 routes connecting culture and heritage across Europe. Cultural Routes are powerful tools for promoting and preserving these shared and diverse cultural identities. They are a model for grass-roots cultural co-operation, providing important lessons about identity and citizenship through a participative experience of culture. From the European Route of Megalithic Culture with its monuments built as long as 6 000 years ago, to the ATRIUM route of Architecture of Totalitarian Regimes, the routes contain elements of our past which help us to understand the present and to approach the future with confidence. The Cultural Routes also stimulate thematic cultural tourism in lesserknown parts of the continent, helping to develop economic and social stability in Europe. This book investigates the activities undertaken by the variety of actors that contribute to accomplishing cultural policy in Europe. These range from policy formulation and administration at the national and local levels, to artistic and cultural production activities to institutional governance. Arts and culture are an essential component to individual and collective quality of life. States, regions and municipalities increasingly recognize this intrinsic importance, as well as the instrumental values of the arts and culture. This has led to an increased interest in cultural policy, usually focusing on the policy process and policy effects. How cultural policy is accomplished is a matter of correspondingly increased importance, but less researched and understood. This volume shows how accomplishing cultural policy encompasses a vast expanse of activities, all unique but bound together as part of the continuous process of producing publicly subsidized art and culture for social and aesthetic purposes. Cultural and spiritual bonds with ‘nature’ are among the strongest motivators for nature conservation; yet they are seldom taken into account in the governance and management of protected and conserved areas. The starting point of this book is that to be sustainable, effective, and equitable, approaches to the management and governance of these areas need to engage with people’s deeply held cultural, spiritual, personal, and community values, alongside inspiring action to conserve biological, geological, and cultural diversity. Since protected area management and governance have traditionally been based on scientific research, a combination of science and spirituality can engage and empower a variety of stakeholders from different cultural and religious backgrounds. As evidenced in this volume, stakeholders range from indigenous peoples and local communities to those following mainstream religions and those representing the wider public. The authors argue that the scope of protected area management and governance needs to be extended to acknowledge the rights, responsibilities, obligations, and aspirations of stakeholder groups and to recognise the cultural and spiritual significance that ‘nature’ holds for people. The book also has direct practical applications. Greater understanding of the forms and consequences of investment and disinvestment in the extractive industries is required as a result of capitalist expansion, recent declines in global commodity prices, and claims that extractive sector projects, especially in the global south, are poverty reduction projects. This book explores emergent forms of governance in mining and extractive industry projects around the world.
