From 1848 until the sounding of the alarm-gong of the Civil War, Cuba was continually a subject of international dispute or negotiation. The irritation produced by filibus tering was increased by the proposed Cuban reforms in slave labor, and by acts of Spanish o icials toward American ves sels, until the war clouds at one time hovered along the border.
