In 1989, Congress established the Nat. Comm. on Severely Distressed Public Housing to explore the problems of troubled public housing developments and to establish a plan to address those problems by the year 2000. Following several years of research and public hearings, the Comm.'s 1992 final report identified the key factors that defined severely distressed housing: extensive physical deterioration of the property; a considerable proportion of residents living below the poverty level; a high incidence of serious crime; and management problems as evidenced by a large number of vacancies, high unit turnover, and low-rent collection rates. The Comm. members agreed that existing approaches for improving public housing were inadequate to address the needs of severely distressed developments and proposed the creation of a new program to address comprehensively the social and physical problems of distressed public housing communities. Originally called the Urban Revitalization Demonstration Program, this public housing revitalization program soon became known by the acronym HOPE VI (Homeownership and Opportunity for People Everywhere). In 1998, under the Dept. of Housing and Urban Development (HUD), a 5-year evaluation of the HOPE VI program was begun. The Interim Assessment of the HOPE VI Program was designed to study program outcomes by collecting and analyzing data about 15 HOPE VI sites once redevelopment was completed and units were reoccupied. Scientists and policymakers have realised that localities are central to addressing the causes and consequences of global environmental change. The goal of the Human-Environment Regional Observatory project (HERO) was to develop the infrastructure necessary to monitor and understand the local dimensions of global change. This book presents the philosophy behind HERO, the methods used to put that philosophy into action, its results, and the lessons learned from the project. HERO used three strategies: it developed research protocols and data standards for collecting data; it built a web-based networking environment to help investigators share data, analyses and ideas from remote locations; and investigators field-tested these concepts by applying them in diverse biophysical and socioeconomic settings - central Massachusetts, central Pennsylvania, southwestern Kansas, and the US-Mexico border region of Arizona. The Long-Term Ecological Research (LTER) Program is, in a sense, an experiment to transform the nature of science, and represents one of the most effective mechanisms for catalyzing comprehensive site-based research that is collaborative, multidisciplinary, and long-term in nature. The scientific contributions of the Program are prodigious, but the broader impacts of participation have not been examined in a formal way. This book captures the consequences of participation in the Program on the perspectives, attitudes, and practices of environmental scientists. The edited volume comprises three sections. The first section includes two chapters that provide an overview of the history, goals, mission, and inner workings of the LTER network of sites. The second section comprises three dozen retrospective essays by scientists, data managers or educators who represent a broad spectrum of LTER sites from deserts to tropical forests and from arctic to marine ecosystems. Each essay addresses the same series of probing questions to uncover the extent to which participation has affected the ways that scientists conduct research, educate students, or provide outreach to the public. The final section encompasses 5 chapters, whose authors are biophysical scientists, historians, behavioral scientists, or social scientists. This section analyzes, integrates, or synthesizes the content of the previous chapters from multiple perspectives and uncovers emergent themes and future directions.

Using INDEPTH's multi-site network to provide new demographic insights into population variables, this book provides a new perspective on migration, health and livelihood's interaction over time. The book starts with providing a conceptual and methodological framework to inform the epidemiological studies that are clustered into two themes, showing the dynamics of migration with either household livelihoods or individual health outcomes. The findings demonstrate the important cross-national regularities in human migration. The contributed chapters also exemplify the fact that the impacts of migration can be either positive or negative for sending and/or receiving communities, depending on the issues at hand and the type of migration under consideration.
