Cross-border health care has become a much more prominent phenomenon in the European Union. When in need of medical treatment, patients increasingly act as informed consumers who claim the right to choose their own providers, including those beyond borders. This book explores such trends and also looks at the legal framework for cross-border care as well as examining some of the uncertainties surrounding it. After the adoption of the Directive on the application of patient rights in cross-border care, Member States will now have to start implementing these provisions. This report presents administrative data covering all EU-28 Member States and EFTA countries. Insured persons have different routes at their disposal to receive cross-border healthcare. They can seek treatment according to the rules and principles set by the Social Security Coordination Regulations; Directive 2011/24/EU; or their own national legislation. The figures reported in this report relate to cross-border healthcare provided under the Coordination Regulations. The report provides figures for 2019 on the number of persons who received cross-border healthcare and the budgetary impact of it by the application of the coordination rules. The report makes it very clear that people are mobile in Europe. For example, in some cases tourists need unplanned necessary healthcare and use their EHIC for this purpose; people go abroad to receive planned care on the basis of a PD S2 and the Cross-Border Healthcare Directive; and finally, people living in a Member State other than the one where they work or have worked are able to use their PD S1 if they need healthcare. Consequently, the number of tourist arrivals is expected to show a strong correlation with the number of healthcare reimbursement claims issued. Furthermore, the number of PDs S1 issued to insured persons of working age will probably show a strong correlation with the number of incoming cross-border workers, and the number of refund claims that Member States receive based on a PD S1. Finally, (Mediterranean) Member States that receive a high number of retired migrants will submit many claims for the reimbursement of cross-border healthcare on the basis of a PD S1.
