Seminar paper from the year 2009 in the subject Politics - International Politics - Topic: International Organisations, grade: 1, Justus-Liebig-University Giessen (Institut für Politikwissenschaften), course: Crisis in Eastern Europe and the EU's response, language: English, abstract: This term paper critically reviews the International Crisis Group report "Will the Real Serbia Please Stand up?" from April 2008. The report was published two months after Kosovo declared its independence and the subsequent rioting and looting in Belgrade. Section 2 briefly introduces the ICG and presents two main criticisms which concern the institution's organisational structure as well as its reports. In Section 3.1 I will summarise the situation in Serbia according to the above-named report and portray the conflicts about the Kosovo-question and Serbia's EU-membership. The two opposing camps of pro-EU and anti-EU-parties will be presented and the viewpoints of their respective leaders Tadic and Kostunica will be discussed. As the report was published before the early election in May 2008, Section 3 will be complemented with the outcome of it and an analysis of the results. What follows is an analysis of ICG's issues of concern and the resultant policy recommendations; in particular the recommendation to the European Union not to sign a Stability and Association Agreement with Serbia. Section 4 will summarise the paper and add concluding remarks.

Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 192 countries and a group of select territories are used by policy makers, the media, international corporations, and civic activists and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development. Freedom House is a nonprofit, nonpartisan organization that supports democratic change, monitors freedom, and advocates for democracy and human rights.

Freedom in the World contains both comparative ratings and written narratives and is now the standard reference work for measuring the progress and decline in political rights and civil liberties on a global basis.

This publication focuses on the gender dimensions of intrastate conflicts (civil wars), organised around eight key themes of gender and warfare, sexual violence, formal and informal peace processes, post-conflict legal frameworks, work issues, rehabilitation of social services and community-driven development. For each theme, the authors examine the impact on gender roles of conflict situations, the development challenges involved, and the policy options available to help build more inclusive and gender balanced post-conflict societies.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

" This monograph describes how a failed state in 2030 may impact the United States and the global economy. It also identifies critical capabilities and technologies the US Air Force should have to respond to a failed state, especially one of vital interest to the United States and one on the cusp of a civil war. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. With such demographics, Nigeria's failure would be akin to a piece of fine china dropped on a tile floor--it would simply shatter into potentially hundreds of pieces."--DTIC abstract.
