This report examines the impacts of the coronavirus disease (COVID-19) pandemic on labor markets in Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. Labor markets in Southeast Asia were particularly hit hard in 2020, when government containment measures were most severe. COVID-19 has exacerbated growing inequalities in the region—hurting not just low-skilled workers but also middle-skilled workers whose jobs were already at risk from automation even before the pandemic. Large gaps in social protection coverage were also exposed. While the policy response has been significant, a narrowing fiscal space and the protracted nature of the pandemic still pose major challenges for recovery. The report aims to help policymakers identify priorities, constraints, and opportunities for developing effective labor market strategies for economic recovery and beyond.

The COVID-19 pandemic struck the global economy after a decade that featured a broad-based slowdown in productivity growth. Global Productivity: Trends, Drivers, and Policies presents the first comprehensive analysis of the evolution and drivers of productivity growth, examines the effects of COVID-19 on productivity, and discusses a wide range of policies needed to rekindle productivity growth. After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. " Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. This synthesis report is the result of close, collaborative research initiated by the Asian Development Bank in partnership with Foreign Affairs, Trade and Development Canada; the Asia-Pacific Economic Cooperation; and the Liu Institute for Global Issues at the University of British Columbia. Fourteen background papers were commissioned to investigate food security issues particularly pertinent for Asia and the Pacific. The report synthesizes and collates the primary findings from these papers to articulate key policy challenges and opportunities related to food security in the region.
