The texts of the Vienna Convention on Road Traffic and the European Agreement Supplementing the Convention on Road Traffic have been periodically amended, in order to keep pace with technological advances and a growing demand from society in the areas of road safety and protection of the environment. In resolution A/RES/60/5, the United Nations General Assembly encouraged Member States to adhere to the UN Conventions on Road Signs and Signals and on Road Traffic in order to ensure a high level of road safety in their countries, and also encouraged them to strive to reduce road traffic injuries and mortality in order to achieve the Millennium Development Goals. This publication contains consolidated versions of the Vienna Convention on Road Signs and Signals, the European Agreement supplementing the Convention, and its additional protocol, incorporating all the amendments that have been prepared and adopted by the United Nations Economic Commission for Europe (UNECE) Working Party on Road Traffic Safety in order to make their safety provisions more stringent.

The WP.1 Ad Hoc Group of Legal Experts considered the issues of compatibility of proposed new vehicle systems with the Vienna Convention on Road Traffic; a proposal for road signs for the transport of dangerous goods through tunnels and its consistency with the Vienna Convention on Road Signs and Signals and the European Agreement supplementing it and the Consolidated Resolution on Road Signs and Signals; different provisions for driving permits in the 1949 and 1968 Road Traffic Conventions; definitions of mopeds and motorcycles; and other issues.
