This title describes the present political system and development in Hong Kong. The second edition assesses the main strands of continuity and change in Hong Kong's government and politics since the creation of the Hong Kong Special Administrative Region in 1997.

The relationship between government and society in Hong Kong has become an intensely debated topic as the complexities of governance grow and the old strategies of consensus building without genuine public participation fail to satisfy. Increasingly interventionist, yet lacking democratic credentials, the Hong Kong SAR government finds itself more and more limited in its capacity to implement policies and less able to rely on traditional allies. Observers often note the glaring contrast between China's stunning economic progress and stalled political reforms. Although sustained growth in GNP has not brought democratization at the national level, this does not mean that the Chinese political system has remained unchanged. At the grassroots level, a number of important reforms have been implemented in the last two decades. This volume, written by scholars who have undertaken substantial fieldwork in China, explores a range of grassroots efforts--initiated by the state and society alike--intended to restrain arbitrary and corrupt official behavior and enhance the accountability of local authorities. While the authors offer varying assessments of the larger significance of these developments, their case studies point to a more dynamic Chinese political system than is often acknowledged. Decentralized policymaking power in Japan had developed under the reign of the Liberal Democratic Party (LDP), yet in the1990s, institutional changes fundamentally altered Japan's political landscape. Tomohito Shinoda tracks these developments in the operation of and tensions between Japan's political parties and the public's behavior in elections, as well as in the government's ability to coordinate diverse policy preferences and respond to political crises. The selection of Junichiro Koizumi, an anti-mainstream politician, as prime minister in 2001 initiated a power shift to the Democratic Party of Japan (DPJ) and ended LDP rule.
