This document on consumption-based water management (CBWM) distils and expands on the findings of an expert consultation hosted by FAO and the China Institute of Water Resources and Hydropower Research (IWHR). The meeting brought together Chinese and international experts to discuss the technical, governance and broader dimensions of managing consumptive water use, and to understand the implications of more than ten years’ pilot experience in China and its potential for application in a broader range of climatic, political administrative and socioeconomic contexts. The document provides contextual information on CBWM, introduces technical basis for CBWM, takes a closer look at law, policy, and governance and their the relevance in implementing CBWM, and step-by-step detail on implementation of CBWM. Finally, the document argues that the implementation of CBWM requires preliminary steps in developing water accounts, water rights, water allocation processes and associated institutional arrangements, all of which are very relevant and immediately necessary in most countries in Asia.

This report reviews China's water scarcity situation, assesses the policy and institutional requirements for addressing it, and recommends key areas for strengthening and reform. It is a synthesis of the main findings and recommendations from analytical work and case studies prepared under the World Bank Analytical and Advisory Assistance (AAA) program entitled 'Addressing China's Water Scarcity: from Analysis to Action.' These studies focus on several strategically important thematic areas for China where additional research was needed, as identified by the research team and advisory group based on a review of pressing issues. These areas are governance, water rights, pricing, ecological compensation, pollution control, and emergency response. The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. The research was based on literature reviews, qualitative and quantitative policy analyses, household surveys, field trips, and case studies to develop feasible recommendations for a plan of action based on realities on the ground.

Water Consumption, Tariffs and Regulation aims to provide a statistical overview about water abstraction, consumption, tariffs and data on sewage and wastewater treatment at an international level. It is mainly based on the statistical information provided by IWA Specialist Group on Statistics and Economics. The book is structured in three main parts. Part I presents tables and figures relative to water consumption and sanitation status and focuses on water abstraction, water delivered, water consumption and the evolution of sewer connection and wastewater treatment. Part II focuses on the analysis of water tariffs by investigating the structure of water tariffs by analysing the importance of the variable and fixed charge. It presents drinking water tariffs and illustrates the relationship between tariffs and GDP and also the size of the cities. Finally, charges in wastewater are dealt with country by country. Part III analyses the main aspects relative to water regulation and describes the importance of private operators in the management of the water cycle. Information relative to the principles used to fix drinking water prices is presented with an assessment of access to public water services.
