The book presents the project results from the Cultural Patterns of the European Enlargement Process (CULTPAT). Based on a qualitative, trans-disciplinary, social science approach, the study combines analytical skills from the fields of contemporary anthropology, political science, and history of ideas. The book reconstructs the cultural patterns of identity constructions on a local/regional, national, and European level since 1989/1990. It draws special attention to the fields of political discourse and policy making, which are perceived through conflicting representations on the said levels and seen as a potential danger posed by or to the enlargement process. This book is a collection of essays that analyse and discuss EU information and communication policies and activities towards, with, by different publics developed both by the EU institutions at the European, national and local levels and by public organizations and civil society actors. Throughout six thematic parts, the authors examine from different theoretical perspectives (political communication, journalism, public relations and public diplomacy, political science, and cultural studies) and reflect on what it means for the European Union to communicate in multi-national and multi-cultural settings. The originality and strength of this book stand on the capacity to discuss EU communication policies, strategies and actions in their diverse features and, at the same time, to have a clear general picture of the role and function that communication has within the European Unionâ (TM)s governance. This book considers the issue of language in the European Union. Without a community of communication, the EU must remain a trading association run in an autocratic way by bilingual patrician technocrats; with a community of communication, the European Union could develop democratic structures and legitimacy and give meaning to its policies of free movement. How to achieve that community of communication is the biggest challenge facing Europe today.
