Conflict, Livelihoods, and Poverty in Guinea-Bissau is part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. Conflict and political instability have weakened Guinea-Bissau's productive infrastructure considerably during the past three decades. This situation contributes to an increase in the degree of vulnerability of the population, especially in rural areas where most economic activities continue to take place. As growth has been weak, poverty levels remain high. This book provides a collection of papers on conflict, livelihoods, and poverty in Guinea-Bissau based on both the nationally representative 2002 household survey and a small scale survey with both quantitative and qualitative components implemented in 2004. The chapters deal with growth and poverty, institutions and social networks, the determinants of poverty, the means of livelihoods of the population, and finally cashew production and taxation. This paper reports on the economic and financial reforms in Guinea-Bissau. After a long period of recession since the beginning of 2000 followed by a slight recovery in 2007, the economy of Guinea-Bissau has entered a new growth spurt in 2008. The budget deficit, which averaged 10 percent of GDP between 2005 and 2007, has been reduced to 3.2 percent in 2008 and 3.0 percent in 2009 by raising more revenue domestically and by controlling expenses.

Establishing peace and reconstructing Africa's war-damaged economies are urgent challenges. For Africa to recover, communities must reconstruct, private sectors must revitalize, and states must transform themselves. Thus, unless communities rebuild and strengthen their livelihoods, neither reconstruction nor growth can be poverty-reducing. But communities cannot prosper unless private investment recreates markets and generates more employment. And neither communities nor entrepreneurs can realise their potential without a development state-one that is democratically accountable and dedicated to poverty-reducing development. The international community can do much to assist-through more aid, debt relief, and peacekeeping-but ultimately the future lies in the hands of Africans themselves.This book examines these themes in a selection of African countries that have gone through intense and prolonged conflict, and its policy conclusions are important for understanding the prospects for peace and recovery not only in Africa, but also in other 'post-conflict' societies across the world. It also discusses the cross-cutting issues of how economic and political reform interact with conflict resolution and 'post-conflict' reconstruction. This interaction is often neglected by both governments and donors. However, reform and reconstruction cannot be kept separate if conflict is to be halted and poverty reduced.The book is one of the first to undertake a thorough examination of the economic dimensions of recovery from war. It places particular emphasis on designing a recovery in which the poor participate, so that the benefits of reconstruction from war do not just flow to a narrow élite. In highlighting the tensions and opportunities that exist in achieving recovery from war, it contributes not only to the debate on economic policy making in Africa, but also to the design of better reconstruction and reform programmes.

In June 1998, Guinea-Bissau was thrown into conflict by a military revolt. This led to 11 months of fighting, extensive loss of life, and the displacement of up to a third of the country's population. This paper discusses the political economy of the conflict, the difficulties in negotiating its end, and the tasks that now face donors and national actors in creating a state capable of directing the development process. Formidable constraints exist including the government's dire fiscal situation, the demands of the army, and an unsustainable debt position. The paper argues that the current institutional distinction between emergency relief and development aid hinders an effective focus on conflict prevention, and proposes a 'Win-Hold-Win' strategy for donors in their efforts to achieve reconstruction, political stability and economic reform. The paper concludes by stressing the wider implications of Guinea-Bissau's experience and the challenges it still faces.

We know that since the end of the Cold War, conflicts in non-Western countries have been frequent, frequently violent, largely intra-state, and protracted. But what do we know about conflict management and resolution strategies in these societies? Have the dominant Western approaches been transplantable, suitable, effective, durable, and sustainable? Would conflicts in non-Western societies be better handled by the adaptation and adoption of customary, traditional, or localized mechanisms of mitigation? These and similar questions have engaged the attention of scholars and policy-makers. Indigenous Conflict Management Strategies: Global Perspectives is offered as a global compendium on indigenous conflict management strategies. It presents diverse perspectives on the subject. Fully aware of the tendency in the literature to over-generalize, over-romanticize, and over-criticize the localized and customary mechanisms, the book takes a slightly different approach. It presents a variety of traditional conflict management approaches as well as several cases of the successful integration of the indigenous and Western strategies in the contemporary period. The main features, strengths, challenges, and weaknesses of a multitude of indigenous systems are also presented.

'There is no justice in Guinea-Bissau' many people lament in this West African country. Impunity and legal uncertainty tend to mark their interactions with judges, regulos (chiefs), police officers, or imams when they have become involved in a dispute. Based on case analysis, this book analyzes dispute settlers' self-presentations, stories told of them, and aggrieved parties' agency in semi-rural Guinea-Bissau. By introducing a typology of dispute settlers, as well as the concepts of person-bound dispute settlement and supporter activation, this book contributes to debates in legal anthropology.
