From Iraq's invasion of Kuwait on August 2, 1990, to the Coalition military victory over Iraq seven months later, the attention of the world focused on the Persian Gulf Crisis. A proper understanding of the conduct of these military operations - the achievements and the shortcomings - is an important and continuing task of the Department of Defense as we look to the future. This report to Congress reflects many of the preliminary impressions formed by the Department since the cessation of hostilities.
