East Asia is undergoing a remarkable transformation, but at the same time it is facing a growing number of traditional and nontraditional security challenges with the potential to destabilize the region. In recent years, there has been growing attention to ways to strengthen regional security cooperation at the government level but much less attention to what is happening outside of official circles. In fact, civil society organizations in the region have quietly been playing a greater role in responding to security threats, especially nontraditional security challenges. In "A Growing Force" the authors explore how these organizations are contributing in five areas--piracy, disaster relief, human trafficking, health, and climate change--in order to diagnose how they are helping and what can be done to make them more effective. This book critically examines the impact of globalization, changing power dynamics, migration, and evolving rights regimes on regional order, discourse of national governance, state and society relations, and the development of civil society in East Asia. Providing a textured, critical reading of East Asia as an economically, socially, and politically dynamic region, this book also presents the region as one shaped simultaneously by progressive as well as regressive pulls. Attentive to prevailing issues as well as to states’ and civil societies’ responses to them, it focuses on changing societies and politics in East Asia, particularly on shifting notions of citizenship, nationhood, and peoplehood. The contributions feature new and timely conclusions drawn from multidisciplinary fields including law, public policy, sociology, Asian studies, gender, sexuality, and ethnic studies and include direct testimonies from citizens of East and Southeast Asia. Since the end of the Cold War the number of interstate wars has remained relatively low, although whilst states may be more secure than ever this does not mean that individual human beings are too. This has led to a growing recognition of the importance of human security, in contrast to the traditional realist focus on state security. This book explores human security in East Asia, focusing in particular on the challenges to collaboration among actors involved in the process of human security promotion. It examines the theoretical complexities of conceptual arguments about human security, drawing on the ideas of scholars from Asia and the West, to provide a global perspective on what causes human insecurity and how security can best be achieved. It considers in detail case studies of military interventions in East Asia, in particular East Timor, and assesses how successful collaborative efforts have been in providing human security. It also explores case studies of non-military intervention, including international criminal justice in Cambodia and East Timor. It discusses the relationship of regional great powers such as China and Japan to human security promotion, arguing that it will be better served if these powers engage less in the traditional game of geopolitics and if human security objectives do not work against actors' interests. It shows how interventions to uphold human security have not always succeeded to the extent that was hoped, despite the best of intentions, and considers how improved collaboration can be achieved, so that future interventions enjoy more consistent success.

A systematic investigation of the connection between civil society and political change in Asia - change toward open, participatory, and accountable politics. Its findings suggest that the link between a vibrant civil society and democracy is indeterminate: certain civil society organizations support democracy; thers could undermine it.
