The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.

This compilation of Federal ethics laws has been prepared by the Office of Government Ethics (OGE) for the ethics community. In preparing this book, they have included not only the laws within the jurisdiction of the ethics program, but also other related statutes on which ethics officials are often called upon to provide advice to agency employees. The Office of Government Ethics hopes that this book will be a useful tool to ethics officials in carrying out their important work of helping Federal employees to fulfill the public trust placed in them when they enter public service. This compilation includes all provisions signed into law through the end of the 114th Congress. Federal employees, federal agency ethics and human capital officers, supervisors, and members of Congress will be most interested in this primary source volume. Corporate and nonprofit organizational staff may also be interested in this text as a reference for guidelines within their employment fields. The year 2003 marked the 25th anniversary of the Ethics in Government Act of 1978, which established the Office of Government Ethics (OGE) and charged it with providing leadership in setting ethics policy for the executive branch. The Act also specified certain statutory responsibilities of agency ethics officials and thus made OGE and ethics officials partners in fulfilling the Act's goals. The OGE issued this compilation of Federal ethics laws in commemoration of the 25th anniversary of the 1978 Act. It includes not only the laws within the jurisdiction of the ethics program, but also other related statutes which ethics officials are often called upon to provide advice to agency employees.
