This book evaluates the successes, failures, and factors that influence the competition for public bus transport services. Using Germany as a case study, the author explains the dichotomous system of a market with licenses for commercial services, where operators are granted exclusivity, and licenses for non-commercial services, where supplementary direct subsidies are tendered out by public transport authorities. The empirical analysis is based on primary data usually not publicly available, and supplemented by numerous expert interviews. The book aims to provide a basic understanding of the players and their options, offer insights into the German model, and make policy recommendations for those whose goal is to increase competition.

Issues of competition seem to have been neglected for a long time in the transportation sector. But the provision of transport services at competitive prices and quantities may have an important impact on economic development, both from a regional and a global perspective. This volume addresses such issues of competition in transportation. Part I deals with the air transport sector, part II is concerned with the road transport sector, part III takes a look at transportation costs and, in the final part, some visions of competition in transportation are discussed.

Mobility is fundamental to economic and social activities such as commuting, manufacturing, or supplying energy. Each movement has an origin, a potential set of intermediate locations, a destination, and a nature which is linked with geographical attributes. This book shows how transit assignment models can be used to describe and predict the patterns of network patronage in public transport systems. It provides a fundamental technical tool that can be employed in the process of designing, implementing and evaluating measures and/or policies to improve the current state of transport systems within given financial, technical and social constraints. The book offers a unique methodological contribution to the field of transit assignment because, moving beyond “traditional” models, it describes more evolved variants that can reproduce:• intermodal networks with high- and low-frequency services;• realistic behavioural hypotheses underpinning route choice;• time dependency in frequency-based models; and• assumptions about the knowledge that users have of network conditionsthat are consistent with the present and future level of information that intelligent transport systems (ITS) can provide. The book also considers the practical perspective of practitioners and public transport operators who need to model and manage transit systems; for example, the role of ITS is explained with regard to their potential in data collection for modelling purposes and validation techniques, as well as with regard to the additional data on network patronage and passengers’ preferences that influences the network-management and control strategies implemented.
