Education plays a central role in preparing individuals to enter the labor force, as well as equipping them with the skills to engage in lifelong learning experiences. The objective of this study is to review what is known about the role of education in improving labor market outcomes, with a particular focus on policy considerations for developing countries. The report presents findings from current literature on the topic, which offers new ways of looking at the returns to education, together with evidence from four original data analysis and background studies of education and labor issues in Ghana and Pakistan. Country studies on Ghana and Pakistan are used to substantiate findings of the literature and illustrate the heterogeneity of education labor market linkages across regions. These countries were chosen because they are representative of two of the poorest regions of the world and because their inclusion in the analysis complements ongoing World Bank work on education and labor market issues in those countries. This report offers two types of findings: those relevant to the content of educational policies and those relevant to the framework for educational policy making.

This report has been commissioned by the Labour Market Committee of the Nordic Council of Ministers. The chief aim is to provide policy-relevant knowledge by conducting a comparative analysis of refugee labour-market integration in Scandinavia. Instead of focusing on the well-known employment gap or the fiscal impact of refugee unemployment, this study investigates the divergent impacts of integration programmes and settlement policies for refugees from different backgrounds. Through longitudinal comparative analysis, this study examines the labour-market integration of refugees in Denmark, Norway and Sweden, searching for explanations of cross-national differences by combining statistical analyses with in-depth analyses of national policies and governance structures.

Sub-Saharan Africa has only 12 percent of the global population, yet this region accounts for 50 percent of child deaths, more than 60 percent of maternal deaths, 85 percent of malaria cases, and close to 67 percent of people living with HIV. This publication is the first from the Leverhulme program of study, which focused on the major strategic options likely to be available to higher education institutions and policy-making bodies in the 1980s and 1990s. It resulted from a specialist seminar on higher education and the labor market. The chapters are: "Employers' Perceptions of Demand" (Laurence C. Hunter); "Technological Manpower" (Derek L. Bosworth); "Response to Change in the United States" (Richard B. Freeman); "Higher Education Policy" (Maurice Peston); and "The Challenge of Market Imperatives" (Robert M. Lindley). Lindley notes that the British higher education system has never come to grips with the role it might play in economic development and examines some areas of need and improvement: the search for more students; the need to get the labor market more involved in the environment of higher education and to get education to respond to market need with qualified persons; the role of higher education in the screening and credentialism process; to encourage industry's role in funding and organizing higher education; and stabilizing the labor market environment. It is concluded that labor market issues have to be handled at a more sophisticated level than the debate about manpower alone. (LC)
