An analysis of community blight (based on structural conditions, environmental deficiencies, and economic factors) with treatment areas selected and a treatment program recommended. Treatment areas are divided into preservation and conservation, rehabilitation and spot clearance, and total clearance and redevelopment. The strategy presented here is designed to cover only the short range needs. It is necessary to select a framework for the presentation of the community renewal strategy that will both reflect the existing problems and allow the city's resources to be most efficiently applied toward their solution.

This paper details the work that has been accomplished toward work items eight through ten outlined in the Job 700 prospectus, Immediate community renewal strategy. Appendix A lists all of the Federal Housing Authority assisted housing programs currently underway or under application in Marion County. Appendix B includes tables indicating the number of structures demolished, the number repaired, projected displacements of households by city action, and the number of displacees relocated. Appendix C describes the various ratings used by the Building condition and environmental survey and attempts to estimate the number of buildings that are in compliance with minimum standards.
