This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A feature of this approach is that generally normative considerations form only a latent element of the discussions, which is invariably anchored in debates about institutional design rather than the normative defensibility of local government. The book addresses this point by providing an account of the terrain of theoretical debate alongside salient themes in public policy.

This book examines the resurgence in Australia of locality-based social policy (concerned with the spatial dimensions of disadvantage), after the political failures of the market oriented approach to regional reform. The book proposes that these trends are leading to a new 'post-competition' policy regime in Australia that mirrors global policy trends.

This book addresses and explores recent trends in the field of local and urban governance. It focuses on three domains: institutional reforms in local government; inter-municipal cooperation; and citizen participation in local governance. In the last decades, in different regions of the world, there is ample evidence that sub-national government, in particular the field of local governance, is in a permanent state of change and reflux, although with differences that reflect national particularities. Since these institutional changes have an impact in the local policy process, in the delivery of public services, in the local democracy, and in the quality of life, it is mandatory to monitor these continued institutional changes, to learn and develop with these changes, if possible before these experiences are transferred and replicated in other countries. The editor and contributors address issues of interest for a wide audience, comprising of students and researchers in various disciplines, and policy makers at both national and sub-national tiers of government.

Important policy problems rarely fit neatly within existing territorial boundaries. More difficult still, individual governments or government departments rarely enjoy the power, resources and governance structures required to respond effectively to policy challenges under their responsibility. These dilemmas impose the requirement to work with others from the public, private, non-governmental organisation (NGO) or community spheres, and across a range of administrative levels and sectors. But how? This book investigates the challenges—both conceptual and practical—of multi-level governance processes. It draws on a range of cases from Australian public policy, with comparisons to multi-level governance systems abroad, to understand factors behind the effective coordination and management of multi-level governance processes in different policy areas over the short and longer term. Issues such as accountability, politics and cultures of governance are investigated through policy areas including social, environmental and spatial planning policy. The authors of the volume are a range of academics and past public servants from different jurisdictions, which allows previously hidden stories and processes of multi-level governance in Australia across different periods of government to be revealed and analysed for the first time.

Collaboration has emerged as a central concept in public policy circles in Australia and a panacea to the complex challenges facing Australia. But is this really the cure-all it seems to be? In this edited collection we present scholarly and practitioner perspectives on the drivers, challenges, prospects and promise of collaboration. The papers, first presented at the 2007 ANZSOG Conference, draw on the extensive experience of the contributors in either trying to enact collaboration, or studying the processes of this phenomenon. Together the collection provides important insights into the potential of collaboration, but also the fiercely stubborn barriers to adopting more collaborative approaches to policy and implementation. The collection includes chapter from public servants, third sector managers, and both Australian and international academics which together make it a stimulating read for those working with or within government. While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them. That is also their strength and the source of their democratic claim - they are the government closest to the people.
