In the field of anti-poverty policies, the interplay between the Europe 2020 overarching strategy and the 'Semester' have marked major discontinuity vis-à-vis the Open Method of Coordination for social protection and social inclusion (Social OMC) of the Lisbon phase. This book therefore asks whether and how Europe matters in the fight against poverty and social exclusion by assessing the emergence and possible institutionalisation of a European multi-level, multi-stakeholder and integrated policy arena in the new institutional framework. Supranational developments, multi-level interactions, as well as the strategy effects at the national level are analysed in six European countries - Belgium, Germany, Italy, Poland, UK and Sweden - with the aim to identify the key factors affecting the implementation of the Europe 2020 anti-poverty strategy. This book will be of key interest to students, scholars and practitioners in social policy, political science and European governance, and more broadly to European Union politics, European integrations studies, sociology and economics.

This book examines the potential role of European Union law in combating poverty and social exclusion in the European Union. Anti-poverty strategies have been part of the European Union agenda for decades. Most saliently, over a decade ago, the EU’s Member States pledged to lift 20 million people out of poverty. In spite of this commitment, the EU did not even meet a quarter of this target, and over 113 million people still were at risk of poverty and social exclusion by the end of 2020. This book addresses the incongruence between a quite developed EU policy strategy and a well-embedded legal objective on the one hand, and the lack of direct legal action on the other. Analysing the role of social policy instruments, fundamental rights, and the constitutional framework of the European Union, it makes a detailed case for a contribution of EU law to the policy objective of combating poverty and social exclusion. Drawing on work in law, politics, social policy and economics, this book will interest scholars and policymakers in the areas of EU law, labour and social security, human rights, political science and social and public policy.

This report contains the second generation of National Action Plans against poverty and social exclusion which have been prepared by the Member States and constitute a strong political acknowledgement, three years after the Lisbon Summit, of the continuing challenge to ensure social inclusion across the European Union.

This book investigates the paradox of rich countries of Western Europe, who have high levels of poverty whilst proclaiming its eradication as one of the primary social and economic goals. It looks at how policies often do not achieve their goals, why countries need mechanisms to reduce wage inequality and why they choose to provide universal benefits instead of systems of selective benefits targeted at the poor. Along with cross-countries comparisons, the volume also presents analysis of the minimum income in France, Portugal, Italy, Finland, Ireland, Belgium, and Greece.

We are at a point in history where economic inequalities are more widespread each day. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.

This book attempts to deciper the concept of social exclusion. It aims to identify, analyse and measure exclusion and make it more visible. It also aims to provide a detailed overview of those involved and their initiatives.

For more than a decade, organizations such as the IMF, OECD, and the ILO have issued concerns about the trend of increased inequality in rich welfare states, while influential thinkers and think tanks have come to agree on at least one central point: globalization and technological progress have exacerbated the existing inequities in social market economies. Across Europe, despite high social spending and work-related welfare reforms, poverty remains a largely intractable problem for policymakers and the persistent reality for citizens.In Decent Incomes for All, the authors shed new light on recent poverty trends in the European Union and the corresponding responses by European welfare states. They analyze the effect of social and fiscal policies before, during, and after the recent economic crisis and study the impact of alternative policy packages on poverty and inequality. The book also explores how social investment and local initiatives of social innovation can contribute to tackling poverty, while recognizing that there are indeed structural constraints on the increase of the social floor and difficult trade-offs involved in reconciling work and poverty reduction. Differences across countries are, however, stark, which suggests that there are lessons to be learned and policy changes to be applied, if the political will exists.
