This collection is the fifth volume of selected papers to emerge from Columbia School (CS) linguistics conferences. A radically functionalist approach, CS shares with Cognitive linguistics the view that grammar is composed of form-meaning correspondences. CS views language as a symbolic tool whose structure is shaped both by its communicative function and by the characteristics of its users. The volume includes papers on methodological issues and innovative analyses on English, Spanish, and Mandarin that illustrate the value of the strict application of clearly spelled out theoretical principles to the execution of linguistic analysis. Four of the volume’s eleven papers are written in Spanish, and all papers have abstracts in both English and Spanish. An introduction highlights the theoretical and analytical premises of CS, and their differences from and similarities with cognitive-functional approaches. Prior to the nineteenth century, South Asian dictionaries, glossaries, and vocabularies reflected a hierarchical vision of nature and human society. By the turn of the twentieth century, the modern dictionary had democratized and politicized language. Compiled "scientifically" through "historical principles," the modern dictionary became a concrete symbol of a nation's arrival on the world stage. Following this phenomenon from the late seventeenth century to the present, Negotiating Languages casts lexicographers as key figures in the political realignment of South Asia under British rule and in the years after independence. Their dictionaries document how a single, mutually intelligible language evolved into two competing registers—Urdu and Hindi—and became associated with contrasting religious and nationalist goals. Each chapter in this volume focuses on a key lexicographical work and its fateful political consequences. This book offers an original treatment of the Italian clitic si. Sharply separating encoded grammar from inference in discourse, it proposes a unitary meaning for si, including impersonals, passives, and reflexives. Si signals third-person participancy but makes no distinctions of number, gender, or case role. The analysis advances the Columbia School framework by relying on just these straightforward oppositions, attributing variety of interpretation largely to language use rather than to grammar. The analysis places si within a network of oppositions involving all the other clitics. Data come primarily from twentieth-century and more recent published and on-line literature. The book will be of interest to functional linguists, students of reflexivity, and scholars of the Italian language.

The District of Columbia (DC) has struggled for decades to improve its public education system. In 2007 the DC government made a bold change in the way it governs public education with the goal of shaking up the system and bringing new energy to efforts to improve outcomes for students. The Public Education Reform Amendment Act (PERAA) shifted control of the city's public schools from an elected school board to the mayor, developed a new state department of education, created the position of chancellor, and made other significant management changes. A Plan for Evaluating the District of Columbia's Public Schools offers a framework for evaluating the effects of PERAA on DC's public schools. The book recommends an evaluation program that includes a systematic yearly public reporting of key data as well as in-depth studies of high-priority issues including: quality of teachers, principals, and other personnel; quality of classroom teaching and learning; capacity to serve vulnerable children and youth; promotion of family and community engagement; and quality and equity of operations, management, and facilities. As part of the evaluation program, the Mayor's Office should produce an annual report to the city on the status of the public schools, including an analysis of trends and all the underlying data. A Plan for Evaluating the District of Columbia's Public Schools suggests that D.C. engage local universities, philanthropic organizations, and other institutions to develop and sustain an infrastructure for ongoing research and evaluation of its public schools. Any effective evaluation program must be independent of school and city leaders and responsive to the needs of all stakeholders. Additionally, its research should meet the highest standards for technical quality.
