It now seems incontrovertible (as Alessandra Giannini has demonstrated) that the series of Sahelian droughts that began in the early 1970s were driven by changes in sea surface temperatures and that they were not caused by local land use mismanagement in the Sahel itself. Combined with the apparent re-greening of the Sahel, these findings effectively close a long-standing policy and scientific debate (in which the lead authors of this book participated) on the causes and extent of desertification in the Sahel. Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This book embodies the results of thirteen years of research in drought-prone rural areas in the semi-arid zone of northern Nigeria. It describes the patterns of adaptive behaviour observed among Hausa, Ful'be and Manga communities in response to recurrent drought in the 1970s and 1980s. The question of desertification is explored in an area where the visible evidence of moving sand dunes is dramatic blame are examined in relation to the field evidence. A critique is offered of deterministic theories and authoritarian solutions. Professor Mortimore demonstrates a parallel between the observable resilience of semi-arid ecosystems and the adaptive strategies of the human communities that inhabit them and suggests policy directions for strengthening that resilience.
