There is overwhelming evidence that the climate is changing. It is the poorest countries and people who are the most vulnerable to this threat and who will suffer the most. This book shows how increasing urbanization and growing poverty levels mean that it is imperative to ask how climate change might impact on asset accumulation and food security for the urban poor. It demonstrates how these three, often separate foci, can be brought together to frame a holistic urban adaptation approach. Furthermore, although much has been written about climate change, limited evidence exists in southern Africa of how climate change has been integrated in urban planning. The authors explore the urban climate change nexus linking asset adaptation, climate change science and food security through several case study cities. These include Cape Town, George and Khara Hais (South Africa), Lusaka (Zambia), Maputo (Mozambique), Mombasa (Kenya) and Harare (Zimbabwe). The results shed light on how this nexus might be explored from different perspectives, both theoretical and practical, in order to plan for a more resilient future. Climate Change, Assets and Food Security in Southern African Cities comprises ten chapters which focus on southern African cities, with each chapter written by highly experienced academics, research-focused practitioners and professional planners. Although the book concentrates on southern African cities, the insights which are presented can be used to understand other urban centres in low and middle-income countries outside of this region and around the world.

Global climatic change has resulted in new and unpredictable patterns of precipitation and temperature, the increased frequency of extreme weather events and rising sea levels. These changes impact all four aspects of food security – availability, accessibility, stability of supply and appropriate nourishment – as well as the entire food system – food production, marketing, processing, distribution and prices. Climate Change and Food Security focuses on the challenge to food security posed by a changing climate. The book brings together many of the critical global concerns of climate change and food security through local cases based on empirical studies undertaken in Sub-Saharan Africa and the Caribbean. Focusing on risk reduction and the complex nature of vulnerability to climate change, the book includes chapters on the responsiveness of farmers based on traditional knowledge, as well as the critical phenomenon of food insecurity in the urban setting. Other chapters are devoted to efforts made to strengthen resilience through long-term development, with interventions at the regional and national levels of scale. It also examines cross-cutting themes that underlie the strategies employed to achieve food security, including equity, gender, livelihoods and governance. This edited volume will be of great interest to students and scholars of climate change, food security, environmental management and sustainable development.

The ways in which the rapid urbanization of the Global South is transforming food systems and food supply chains, and the food security of urban populations is an often neglected topic. This international group of authors addresses this profound transformation from a variety of different perspectives and disciplinary lenses, providing an important corrective to the dominant view that food insecurity is a rural problem requiring increases in agricultural production.

As Africa urbanises and the focus of poverty shifts to urban centres, there is an imperative to address poverty in African cities. This is particularly the case in smaller cities, which are often the most rapidly urbanising, but the least able to cope with this growth. This book argues that an examination of the food system and food security provides a valuable lens to interrogate urban poverty. Chapters examine the linkages between poverty, urban food systems and local governance with a focus on case studies from three smaller or secondary cities in Africa: Kisumu (Kenya), Kitwe (Zambia) and Epworth (Zimbabwe). The book makes a wider contribution to debates on urban studies and urban governance in Africa through analysis of the causes and consequences of the paucity of urban-scale data for decision makers, and by presenting potential methodological innovations to address this paucity. As the global development agenda is increasingly focusing on urban issues, most notably the urban goal of the new Sustainable Development Goals and the New Urban Agenda, the work is timely. This report on food insecurity in urban Lesotho is the latest in a series on Southern African cities issued by AFSUN. Like the previous reports, it focuses on one city (Maseru) and on poor neighbourhoods and households in that city. More than 60% of poor households surveyed in Maseru were severely food insecure. While food price increases worsen food insecurity for poor households, it is poverty that weakens the resilience of society to absorb these increases. This report argues that Maseru residents face specific and interrelated challenges with respect to food and nutrition insecurity. These are poverty; limited local livelihood opportunities; and dependence on food imports. Among AFSUN’s recommendations are improved infrastructure as a fundamental pre-condition for meaningful development; the creation of livelihood opportunities within the food system; social safety nets designed in ways that promote economic growth and equity; and free movement of labour between Lesotho and South Africa, which would dramatically improve the incomes of many poor households. The Government of Lesotho and the Maseru Municipality and District can direct both aid and investment into an integrated food security strategy that prioritizes urban infrastructure, livelihoods, welfare and mobility. This takes political will, but the development and implementation of such a food security strategy is well within the reach of the country’s leaders.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

There has been growing attention paid to urban agriculture worldwide because of its role in making cities more environmentaly sustainable while also contributing to enhanced food access and social justice. This edited volume brings together current research and case studies concerning urban agriculture from both the Global North and the Global South. Its objective is to help bridge the long-standing divide between discussion of urban agriculture in the Global North and the Global South and to demonstrate that today there are greater areas of overlap than there are differences both theoretically and substantively, and that research in either area can help inform research in the other. The book covers the nature of urban agriculture and how it supports livelihoods, provides ecosystem services, and community development. It also considers urban agriculture and social capital, networks, and agro-biodiversity conservation. Concepts such as sustainability, resilience, adaptation and community, and the value of urban agriculture as a recreational resource are explored. It also examines, quite fundamentally, why people farm in the city and how urban agriculture can contribute to more sustainable cities in both the Global North and the Global South.
