The 2015 Paris Accord stated the aim to limit the increase in global mean temperatures to 2°C compared to pre-industrial levels and if possible, keep it down to 1.5°C. Achieving this is possible, but the costs incurred are uncertain and the distribution of costs among nations is indistinct. Furthermore, even if the goal is realised, significant impacts from climate change can be expected. Evidence indicates that these will be felt most severely in countries that are relatively poor. These effects of climate change will be added to by the measures taken to reduce GHGs. Together, they will determine how climate change affects the prospects for development across the globe. The analysis of the interplay between climate change and policies to combat it on the one hand and development on the other are the focus of this book.

The evidence for human-induced climate change is now overwhelming, the brunt of its impacts is already being felt by poor people, and the case for urgent action is compelling. This book addresses the two greatest challenges of our time – averting catastrophic climate change and eradicating poverty – and the close interconnections between them. Climate Change and Development provides a comprehensive and multi-disciplinary foundation for understanding the complex and tangled relationship between development and climate change. It argues that transformational approaches are required in order to reconcile poverty reduction and climate protection and secure sustained prosperity in the twenty first century. This book presents new research related to climate change policies and effects. It discusses the implications of climate change on issues pertaining to international relations and economic development, and the question of how climate change could jeopardize the international system as we have known it until today. It aims to provide an empirical basis and epistemological framework to discuss the effects of climate change on economic growth, social development and welfare as a global phenomenon influenced by policies carried out transnationally and by national governments. Case studies from around the globe are presented.

Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) has presented strong evidence that human-induced climate change is occurring and that all countries of the world will be affected and need to adapt to impacts. The IPCC points out that many developing countries are particularly vulnerable because of their relatively low adaptive capacity. Therefore it is seen as a development priority to help these countries enhance their adaptive capacity to climate change.The Potsdam Institute for Climate Impact Research and Stratus Consulting organized a workshop in the fall of 2001 to develop an agenda for research on how best to enhance the capacity of developing countries to adapt to climate change. This research agenda is relevant for governments and institutions that wish to support developing countries in adapting to climate change. The workshop brought together experts from developing and industrialized countries, non-governmental organizations, and multilateral and bilateral donor organizations to discuss a number of important topics related to adaptation, adaptive capacity and sustainable development. A dozen papers were commissioned to cover these topics, both from a theoretical perspective and in the form of national case studies. The papers form the basis for this important book, which presents the latest interdisciplinary knowledge about the nature and components of adaptive capacity and how it may be strengthened./a
