The Hamburg Congress on Climate and Development was conceived as a response to the worldwide interest on issues of climatic change and variability. It was intended as an interdisciplinary forum to bring together differing perceptions in a face to face dialogue. Even though concern over climate change has been on the international agenda of international interest became evident in the for over a decade, a new surge wake of two recent events. One was the widespread support received by the 1987 Brundtland Commission Report, Our Common Future, and the other was the 1988 Montreal Protocol on substances that deplete the ozone layer. Although the problem of the ozone layer related to a single category of sub stances (CFCs), it took many years and a dramatk discovery of the ozone hole in Antarctica to allow for a breakthrough leading to an international agreement. The problems associated with climatic change and variability are much more com plex and pervasive than those of the ozone layer, and a much wider range of national and international issues are involved. The discussions in the 1988 session of the General Assembly of the United Nations revealed a surge of interest and growing awareness of the international community of the issues involved. Before that, the June 1988Toronto Conference on "The Changing Atmosphere: Implications for Global Security" was a signifi cant effort in forging a consensus on desirable targets for global action.

L'énergie qui a permis le développement de l'humanité va-t-elle devenir son cauchemar? Au plan mondial, la croissance économique et la consommation d'énergie d'origine fossile sont allées de pair, entraînant d'abondantes émissions de CO2, un gaz qui agit comme le vitrage d'une serre augmentant la température moyenne de la planète. Les auteurs dressent le constat, évaluent les chances, dissipent les rêves technologiques quand ils tiennent lieu d'échappatoire, pour dégager quelques pistes et déjouer la damnation climatique.

Climate change is real and it is man-made. We have put so many greenhouse gas pollutants into the atmosphere that we will see significant and long-term change that we need to adapt and adjust to. It is important for development practitioners to understand these impacts and the challenge of how and when to adapt to climate change. There are plenty of grim presentations of what the extremes of the possible climate scenarios will throw at us over the next 100 years, but not all change will be disastrous; some change will be beneficial, but much of the change will happen at an unprecedented rate that will require the best possible analysis and understanding of how and when we should adapt to climate change. This is important for development practitioners as we invest in ensuring that poverty is reduced and eliminated and the well-being of everyone is improved. Many countries and communities around the world are vulnerable to the impacts of climate change, but developing economies may on one hand be less resilient to the impact, but could on the other hand be in a better position to make their development climate smart by making the most efficient use of their economic resources. The chapters in this book shine a light on the complexity and the multi-dimensional aspects of climate change adaptation. They gather some of the experiences of addressing climate change impacts in a development context. This book was previously published as a special issue of Development in Practice.

The impacts of climate change on economic development have the potential to be unevenly distributed around the globe. This book focuses on South East Asia with respect to the economics of climate change and the relationship between climate change and economic development. The book examines the region's vulnerability to the impacts of climate change, forecasts the environmental and economic outcomes for the region arising from its vulnerability and also the opportunities these factors provide for policy actions towards alleviating climate change vulnerability, particularly through adaptation.

V. 2008 The papers in this collection have been selected from over 800 presentations given at the XIIIth World Congress of Comparative Education Societies, held at the University of Sarajevo, Bosnia and Herzegovina, from 3 to 7 September 2007. The Congress was hosted on behalf of the WCCES by the Mediterranean Society of Comparative Education and in association with the International Association of Intercultural Education. For such an int- national gathering, it was appropriate that the theme chosen was ‘‘Living Together: Education and Intercultural Dialogue’’, providing scope for c- tributions by participating scholars, policy makers and practitioners in e- cation from some 70 countries. The presenters approached contemporary educational issues with knowledge and insights about a world characterized by the tensions and demands of global and local interests, by regional c- ?icts and post-con?ict deliberations, and by the global diaspora, with c- tural, religious and linguistic diversity within both small and large states. Only a very few papers could be included for this collection, but they rep- sent some of the key topics under discussion during the Congress. The papers were selected from the recommendations of the convenors of the 13 Thematic Groups, the keynote addresses and several symposia.
