After the 1990s, civil society, in all its many forms, was no longer seen as the flawless solution to the world’s problems as it once was. Calls for accountability, a lack of agreement among scholars as to the exact definition of "civil society" and growing attention to civil actors as alternatives to governments, made the time ripe for self-analysis.
