This fascinating volume introduces an international audience to citizenship in Japan. It traces the development of citizenship education from before the Second World War to the present day, demonstrating the role of both the school system and the wider society. This book looks at the emergence of internationally linked Japanese nongovernmental advocacy networks that have grown rapidly since the 1990s in the context of three conjunctural forces: neoliberalism, militarism, and nationalism. It connects three disparate literatures—on the global justice movement, on Japanese civil society, and on global citizenship education. Through the narratives of fifty activists in eight overlapping issue areas—global governance, labor, food sovereignty, peace, HIV/AIDS, gender, minority and human rights, and youth—Another Japan is Possible examines the genesis of these new social movements; their critiques of neoliberalism, militarism, and nationalism; their local, regional, and global connections; their relationships with the Japanese government; and their role in constructing a new identity of the Japanese as global citizens. Its purpose is to highlight the interactions between the global and the local—that is, how international human rights and global governance issues resonate within Japan and how, in turn, local alternatives are articulated by Japanese advocacy groups—and to analyze citizenship from a postnational and postmodern perspective.

The relationship between language and citizenship in Japan has traditionally been regarded as a fixed tripartite: ‘Japanese citizenship’ means ‘Japanese ethnicity,’ which in turn means ‘Japanese as one’s first language.’ Historically, most non-Japanese who have chosen to take out citizenship have been members of the ‘oldcomer’ Chinese and Korean communities, born and raised in Japan. But this is changing: the last three decades have seen an influx of ‘newcomer’ economic migrants from a wide range of countries, many of whom choose to stay. The likelihood that they will apply for citizenship, to access the benefits it confers, means that citizenship and ethnicity can no longer be assumed to be synonyms in Japan. This is an important change for national discourse on cohesive communities. This book’s chapters discuss discourses, educational practices, and local linguistic practices which call into question the accepted view of the language-citizenship nexus in lived contexts of both existing Japanese citizens and potential future citizens. Through an examination of key themes relating both to newcomers and to an older group of citizens whose language practices have been shaped by historical forces, these essays highlight the fluid relationship of language and citizenship in the Japanese context.

It is a great pleasure to present this book, edited by a distinguished team at the Hong Kong Institute of Education and with excellent contributors from nine countries in the region and beyond. The book is a truly comparative work which significantly advances conceptual understanding. The comparisons undertaken are at many levels and with different units for analysis. One chapter undertakes comparison in two cities (Hong Kong and Guangzhou), three chapters make comparisons between two eountries (South Korea and Singapore; Solomon Islands and Vanuatu; South Korea and China); and five chapters undertake eomparisons across the whole region. Other on individual countries or, in one case, on a single schoo!. In addition, ehapters foeus several chapters examine the attitudes and roles played by individuals and groups within societies. The book is thus an admirable example of the vitality of the field of comparative education in selecting different units for analysis and in examination of issues from diverse angles. Within the book, moreover, readers will find a fascinating array of settings and environments. On the one hand, for example, is Japan with its relatively homogenous eulture, a population of 126 million, and a strong national identity based on language and history. On the other hand is Solomon Islands, which has a population of just 400,000 scattered over 1,000 islands, approximately 90 indigenous languages, and major social problems arising from culture c\ashes, econornic forces, political dyna mies and legacies of colonialism.
