Arthur C. Morgan is a retired Navy and government international security contractor with over twenty eight years of service. He traveled extensively throughout the Middle East, Africa, Asia, Europe, Central and South America. He studied foreign culture and religion most of his adult life. The original Citizens Against Terror (C.A.T.) was created in 2012 as a seminar for young Marine Corps officers who were being deployed to Iraq and Afghanistan. The purpose of the writing was to provide a background history of Islam and expose the many misconceptions about Islamic culture, while offering a short study of the origins of the various Islamic terrorist organizations. It was rewritten to its current form as publication for all who have an interest in learning more about Islam and the threats that these organizations pose against modern civilization.

In the public debate, many observers have argued that there is a trade-off between fighting terrorism and enhancing democracy, implying that democratic governance and its practices are obstacles to confronting terrorism effectively. The purpose of this volume is to show that the values and principles of democracy must not be seen as a hindrance but should rather be considered as essential components of a counter-terrorist strategy. With a foreword by Fernando Henrique Cardoso, former president of Brazil, the essays here assess the elements of a new response against terrorism, such as the role of the legal framework, human rights, democracy and civil society, as well as international cooperation.

James A. Mays, MD, deserves the recognition a CNN Hero, because he is a unique medical doctor and person in providing medical of the body while giving hope as a role and motivator to the citizens of Los Angeles, especially its youth. He is called the Dr. Welby of the ghetto. He has been named the Doctor of the year in Los Angeles and Watts. He is a 1965 graduate of the University of Arkansas and was named Alumnus of the Year, Community Affairs, in 1993. His community education on high blood pressure resulted in an editorial written by him in the Los Angeles Times titled Salt and Soul Food revolutionized thinking on ethnic foods transfer as a etiology for heart disease, high blood pressure, and obesity; he awakened the nation during his national medical speaking engagements and appearance in the national media, picture, and print. He traveled the nation, speaking, while serving as the chief of cardiology as a young thirty-one-year-old physician at the new Martin Luther King Hospital in Los Angeles from 19721976. His nocturnal AIDS education walks and education to street corners and motels, educating prostitutes, street people, and youth (1980 to present)are noteworthy. He cofounded the United High Blood Pressure Foundation and presented the first of a series of telethons. He later became chancellor of the Technical Health Career schools (19801985) while in private practice as a primary care physician with three medical offices in South Los Angeles for thirty-five years to the present.

This book includes the proceedings of the North Atlantic Treaty Organization’s (NATO) 2008 Advanced Research Workshop (ARW). The goal of the meeting was to explore methods to involve the community in the fight against terrorism in an effort to enhance its protection from terrorist attacks and to establish a network between the participants for future collaborations. The two main topics of this book are: (1) Defining the problem of terrorism and collective community protection; why does terrorism exists and why do people join and/or support extremist groups? (2) Counter-terrorism practices and their relation to the community; focused on developing non-orthodox methods to combat terrorism. In other words, why communities should be included in the fight against terrorism. This book should be seen as a guide for policy makers and practitioners to gain a better understanding of how counter terrorism, as well as many other applications, requires community support and involvement to the fullest extent possible. Because the existing threat of terrorism is proof of the failed classical militaristic approaches, the time has come to integrate our communities into the practice of fighting the threat together.

My last book ?Thoughts?, based on the sculpture created by Augusta Rodan, who like the great distinguished African American sculptor Ezekiel, both used clay rather than stone. He admired the great legendary Michael Angelo and did his artistic creations in the Cistine Chapel. I decided to have my version of the ?Thinker? to have dark pigmentation with wooly hair and broad features. The muscular and powerful appearing Black figure also can think. Black men can also think and have thoughts and had to think to survive the past. Black men are now recognized to have brain power and have the ability to think in the 21st Century as exemplified by the muscular chest of President Obama.

Terrorism is a complex phenomenon that cannot be understood through reading of a number of unrelated academic articles or a dry overview of the history of terrorism or the investigative techniques. For A New Understanding of Terrorism, the Editors have chosen a different paradigm. They have selected numerous case studies from actual events that illustrate various typologies of terrorist actions, be it from a separatist, nationalist, lone-wolf individual terrorist, religious fanatics or environmentalist orientation, and they present these cases within the context of following the trajectories of the terrorist activity, the terrorist act itself and, the response to the event from the relevant authorities. Some chapters concentrate on terrorist attacks that actually took place, others speculate about the possibilities of an attack occurring sometime in the future, such as the chapters on the Olympic Games, Aviation or Rail Security. When possibilities rather than a specific event are discussed, the authors of these chapters draw the attention of the reader towards the same direction—the reasoning, the actual event and the response that followed. The thorough analysis of the presented case studies and the applied counter-measures will, hopefully, if not curtail then possibly at least mitigate the operational and ideological strength of terrorist groups or individual actors. A New Understanding of Terrorism will enable the reader to make the connection between the emotional charge inherent in any terrorist activity, the cold-blooded tactics that lead to the terrorist event itself and the pragmatic and very straightforward, but at the same time very simplistically designed, strategic response that has to come from a synergy between academics, military and law enforcement brainstorming design in order to be more effective in the future. ABOUT THE EDITORS: M.R. (Maki) Haberfeld is a Professor of Police Science at John Jay College of Criminal Justice in New York City. She has worked for the U.S. Drug Enforcement Administration, in the New York Field Office, as a special consultant. Prior to that she has served in a counter-terrorist unit in the Israeli Defense Forces and she left the army at the rank of Sergeant. She was also a lieutenant in the Israel National Police. For the past eight years, Dr. Haberfeld has been involved in developing, coordinating and teaching in a special training program for the New York City Police Department, where she teaches courses in police ethics, leadership and counter-terrorism. She was also an Academic Coordinator of the Law Enforcement Executive Police Institute for the State of New York, where she taught modules on counter-terrorism response. Agostino von Hassell is the president of The Repton Group LLC, a New York City based consulting group that deals mostly with national security issues. He has written numerous political and historical articles and is the author of two major military histories, Warriors: The United States Marine Corps and Strike Force: Marine Corps Special Operations. In 2003, he published a pictorial portrait of the United States—In Honor of America. He has taught as an adjunct professor in the graduate program of John Jay College of Criminal Justice in New York, teaching members of the New York City Police Department in subjects such as counter-terrorism and leadership. He is a life member of the United States Marine Corps Combat Correspondents, the National Defense Industry Association, the Association of Former Intelligence Officers and the Authors’ Guild.
