During recent years, the topic of participation has increasingly been gaining importance in Iran – in the scientific field, in practice and rhetoric. However, in current scientific literature – and especially in English literature – there is little knowledge on the conditions, legal background, perceptions, experiences and processes of citizens’ participation in Iran. This book aims to shed light on the paradoxical question of participation in Iran: it is old and new, dysfunctioning and functioning, disappointing and promising. This slippery status of participation convinces scholars to suggest contradictory interpretations and understandings about the existence, functionality, and potentiality of this concept. This book analyzes e-participation in smart cities. In recent decades, information and communication technologies (ICT) have played a key role in the democratic political and governance process by allowing easier interaction between governments and citizens, and the increased ability of citizens to participate in the production chain of public services. E-participation plays and important role in the development of smart cities and smart communities , but it has not yet been extensively studied. This book fills that gap by combining empirical and theoretical research to analyze actual practices of citizen involvement in smart cities and build a solid framework for successful e-participation in smart cities. The book is divided into three parts. Part I discusses smart technologies and their role in improving e-participation in smart cities. Part II deals with models of e-participation in smart cities and the organization issues affecting the implementation of e-participation; these chapters analyze the efficiency of governance models in relation to the establishment of smart cities. The author's aim has been to draw together the threads of political and social science and of sub-specialisms within those broad areas of study and to interpret them in the context of urban and regional planning. Oleksandra Keudel proposes a novel explanation for why some local governments in hybrid regimes enable citizen participation while others restrict it. She argues that mechanisms for citizen participation are by-products of political dynamics of informal business-political (patronal) networks that seek domination over local governments. Against the backdrop of either competition or coordination between patronal networks in their localities, municipal leaders cherry-pick citizen participation mechanisms as a tactic to sustain their own access to resources and functions of local governments. This argument is based on an in-depth comparative analysis of patronal network arrangements and the adoption of citizen participation mechanisms in five urban municipalities in Ukraine during 2015-2019: Chernivtsi, Kharkiv, Kropyvnytskyi, Lviv, and Odesa. Fifty-seven interviews with citizen participation experts, local politicians and officials, representatives of civil society and the media, as well as utilization of secondary analytical sources, official government data, and media reports provide a rich basis for an investigation of context-specific choices of municipal leaders that result in varying mechanisms for citizen participation.
