Industrial and technology parks are commonly regarded as a policy panacea. They tend to be considered as the ideal instrument to alleviate an assortment of institutional, political, economic, social and ultimately, technological weaknesses and often form the centrepiece of development strategies. Yet, the real impact of industrial and technology parks, especially in emerging countries is still poorly understood. Focusing on examples from Latin America, Asia, Africa and the Middle East, the book represents a first approach to understand the potential and reality of industrial and technology parks in emerging countries. It is argued that although some parks have been successful in addressing a range of key problems, including underdevelopment, unemployment and a lack of investment, the majority have failed to deliver, rendering the promise of many parks little more than a pipedream.

When globalization affects jobs and economies, policy makers strive to plan, design and implement actions to support their communities and businesses (Ansell and Gash 2007). Furthermore, local development policies are at the core of international cooperation programs or more in general represent a challenge for emerging countries. They could refer to infrastructure, entrepreneurship innovation or urban renewal. However, more frequently than not, development policies, which involve different institutional levels and public and private players, fail due to poor implementation management. This research book presents a managerial approach (the so called Managerial Flow) that could help the closure of gaps that hamper an efficient and effective policy execution. The managerial flow model observes the phenomenon of policy implementation for economic development through managerial lens. In the book, the research team has empirically identified five gaps in practice whereupon public policy implementation falls down. As a response Managerial Flow model outlines sets of managerial actions that can be adopted to facilitate a clear ‘flow’ from policy development through to implementation. This book expands on the Managerial Flow model, and acts as both a practical guide to stimulate evidence based policy implementation in governments and as theoretical contribution to policy and strategy execution. Written for researchers and academics, this book begins by outlining the theoretical foundations of Managerial Flow and moves to unpack application and cases, based in different sectors and countries, in order to discuss and show how the Managerial Flow approach can concretely support managers in the implementation of economic development policies. It reviews and discusses how the managerial flow could be relevant in the implementation of a set of sectorial policies and uses the managerial flow concept to analyse cases of economic development and establish lessons for broader management scope.

The Science and Technology policy changes in post-Mao China cannot be complete without a historical narrative and analysis of Science and Technology in its pre-policy (prior to 1850) and policy (since 1850 when the Qing rulers began to promote Science and Technology ) periods. This book is an imperative to revisit and interrogate the nature and scope of Chinese Science and Technology policy and progress. The text is divided into three parts. The first part considers both the macro and micro issues pertaining to Science and Technology policy in general and also of the policiy in particular. The second part highlights the historical narrative of Chinese Science and Technology policy as it has a key role in the evolution of contemporary Science and Technology architecture. The third part discusses three focal components of the Chinese Science and Technology system each representing state, society and international systems - the organizational structure representing the state; the research system representing society; and technology acquisition representing the international system with serious implications for China.

I was invited to join the Organizing Committee of the First International Conference on Complex Sciences: Theory and Applications (Complex 2009) as its ninth member. At that moment, eight distinguished colleagues, General Co-chairs Eugene Stanley and Gaoxi Xiao, Technical Co-chairs J·nos Kertész and Bing-Hong Wang, Local Co-chairs Hengshan Wang and Hong-An Che, Publicity Team Shi Xiao and Yubo Wang, had spent hundreds of hours pushing the conference half way to its birth. Ever since then, I have been amazed to see hundreds of papers flooding in, reviewed and commented on by the TPC members.
