During the past decade, transnational education has grown rapidly and become a key initiative of internationalization of higher education. In China, one of the main forms of transnational education is Chinese-foreign Cooperation in Running Schools (CFCRS). In May 2017, there were 2545 CFCRS institutions and programs approved by the Chinese government. There are about 560,000 CFCRS students nationwide, among which 460,000 are in higher education, while graduate numbers have exceeded 1.6 million. CFCRS has attracted more and more attention, and related studies have been increasing over the years. This book contains a comprehensive introduction and in-depth study on CFCRS; and includes comparative studies on the development of international branch campuses of several countries. This volume was originally published as a special issue of Chinese Education and Societies.

This book provides an overview of the growth of the private higher education sector in China and in addition provides an analysis of some of the key drivers of this growth and impediments to it. What is new about the book is that it combines the results of a series of interviews with work that is more quantitative in nature. The book is of use to not only those engaged in academic research but also those who more generally wish to know more about an educational sector that is growing in importance. The most obvious factors promoting expansion of this sector have been the growth in per capita incomes, higher levels of participation in secondary school education, the strong growth in demand for graduates and the inability of the public sector to keep pace with demand. All of these factors intermingled with the involvement of government regulation. This regulation, however, is not uniform across all of China given the different provincial government departments of education that are also involved in dealing with private higher education institutions. In particular, this book looks at the way in which the Chinese government’s regulatory framework (both national and provincial) influenced the development of the sector and the way in which it operates, especially the private higher education component of that sector. The analysis undertaken finds that there is a link between regulation and the private higher education sector growth and a link between the funding of the government sector. The more intense regulation was, and the more funds provided to the state sector, the less scope there was for the private sector to expand. Growth of the private sector, therefore, did not just depend upon rising demand for higher education overall, but also to a fair degree of tolerance on the part of government. Much of this work, in subsequent years, has been supported by the further changes that have been undertaken in the Chinese higher education sector. Over the years, the growth of the Chinese higher education sector has stabilised, as has the private segment of this sector.

This book examines the idea of opening education to the outside world in China since post-COVID-19. It investigates the historical development of international education development in China and explores the internationalization of education system from various dimensions. It also discusses the history of studying abroad at public expense since the 18th National Congress of the Communist Party of China, as well as studying abroad at our own expense in China from the perspective of departmental coordination, Sino-foreign cooperation of running schools in China, Confucius Institutes’ development in China, Luban Workshop Development in China, and running Chinese-foreign cooperation education in China. In addition, this book also offers specific suggestion to address various problems of international education development in China during post-COVID-19. This book examines the emerging power of “Four Branches” of internationalization of higher education in China from a policy retrospective analysis. This book proposes the new concept of “comprehensive global competence” in order to explore how to advocate, cultivate, and implement global competence at China’s higher education institutions. The concept essentially refers to an organizational, cross-cultural capacity involving students, faculty members, administrators, and staff in a multidimensional learning domain that values, shapes, and promotes global competitiveness at higher education institutions. Unlike the other literature available, which has largely approached defining global competence it from four perspectives: an adaptation–change mode, an input–output mode, a willingness–tolerance mode, and a learning–competence mode, this book draws on the theoretical framework put forward in “Dimensions of Learning” (Marzano, 1992) in order to explain the meaning, implications, and justification of the concept of comprehensive global competence. Specifically, Marzano’s Dimensions of Learning Model offers a comprehensive research-oriented framework on learning cognition and the learning process.
