This book conducts a panoramic study on the history of China’s Science and Technology which focuses on the Medium and Long-Term Science and Technology Program (MLSTP). In general these Programs have a duration of 5-30 year. This book provides an epochal assessment of the project’s conceptual context over the past 60 years.. The author shows that the historical evolution and conceptual development of China’s MLSTP are the result of an amalgamation of political, economic and social factors within distinct contemporary contexts. As a national action plan, MLSTP has incorporated many of the factors that go beyond the intentional factors of science and technology. MLSTP is not only a macro vision and blueprint for scientific and technological development; it is also a political act of realizing the national will. While ensuring the MLSTP builds on its great achievements, the author also reflects upon its deficiencies and disadvantages in order to better promote the advancement of science and technology in China. This book comprehensively lays out the historical and theoretical dimensions. Based on a clear vision of historical constructivism the author has compiled the MLSTP philosophy of different eras into a conceptual framework for this era and used this framework to research and analyze the historical and conceptual evolution of MLSTP. Research on MLSTP is important for as enrichment of contemporary studies in the history of science and the science and technology policy. In 2010, more than 60 years after the establishment of the People’s Republic of China, the country had enacted 10 MLSTP programs. This book separates the development of the MLSTP into three different historical eras: the era of economic planning, the era of economic transformation and the new century. Each historical epoch corresponds to a different MLSTP philosophy concept, which enables us to study the conceptual evolution of MLSTP using historical research as our foundation.

An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

China’s modernization is viewed as a transformative revolution in the human history of modernization. As such, the Chinese Academy of Sciences (CAS) decided to give higher priority to the research on the science and technology (S&T) roadmap for priority areas in China’s modernization process. What is the purpose? And why is it? Is it a must? I think those are substantial and signifcant questions to start things forward. Significance of the Research on China’s S&T Roadmap to 2050 We are aware that the National Mid- and Long-term S&T Plan to 2020 has already been formed afer two years’ hard work by a panel of over 2000 experts and scholars brought together from all over China, chaired by Premier Wen Jiabao. Tis clearly shows that China has already had its S&T blueprint to 2020. Ten, why did CAS conduct this research on China’s S&T roadmap to 2050? In the summer of 2007 when CAS was working out its future strategic priorities for S&T development, it realized that some issues, such as energy, must be addressed with a long-term view. As a matter of fact, some strategic researches have been conducted, over the last 15 years, on energy, but mainly on how to best use of coal, how to best exploit both domestic and international oil and gas resources, and how to develop nuclear energy in a discreet way. Renewable energy was, of course, included but only as a supplementary energy.
