One of the most significant factors for contemporary international relations is the growth of China’s economic, military, and political power. Indeed, few analysts would dispute the observation that China’s power has strongly influenced the structure of the international system, major-power strategic relations, international security, the patterns of trans-border economic activities, and most importantly, the political and security dynamics in Asia in the twenty-first century. This book maps the growth of China’s political, economic, and military capabilities and its impact on the security order in Asia over the coming decades. While updating the emerging power dimensions and prevailing discourse, it provides a nuanced analysis of whether the growth of Chinese power is resulting in Beijing becoming more assertive, or even aggressive, in its behavior and pursuit of national interests. It also examines how the key Asian countries perceive and react to the growth of China’s power and how US rebalancing would play out in the context of Beijing’s political, economic, and military power. China’s Power and Asian Security will be of huge interest to student and scholars of Asian politics, Chinese politics, security studies and international security and international relations more generally.

This volume, comprised of papers originally presented at a conference held at Carlisle Barracks in September 2001, helps to put the Hainan Island incident in the broader context of China's strategic aspirations and its growing military capabilities. This conference's co-sponsors were the American Enterprise Institute, the Heritage Foundation, and the U.S. Army War College. For the fourth consecutive year, the War College's Strategic Studies Institute is publishing the proceedings. The nine chapters in this volume, all written by leading experts, cover a diverse set of important topics: East Asian perspectives on China's security ambitions, the status of the Chinese ballistic missile program and regional reactions to U.S. missile defense initiatives, and China's ever-improving conventional military capabilities.

Looking to the 2030-2040 time frame, the U.S. Army will play an important role in helping U.S. policy and military strategy strike a balance between cooperating with China and deterring potential Chinese expansionism.

Emboldened by economic strength and growing military power, China is emerging as a challenger to US dominance in the Pacific. But its promised peaceful rise has done little to convince regional powers that it will not use force to press longstanding territorial claims or attempt sea-denial operations in Asia's lucrative trade routes. Uncertainty about Beijing's intentions could thus beget a new, unpredictable arms race as states scramble to protect their interests. For the short term, however, governments are weighing up the question of how far their interests may be served by cooperating with China and trying to usher it into the role of a responsible global power, while hedging their bets with traditional alliances and military modernisation. This issue analyses China's inexorable rise from peasant society to economic powerhouse. In charting the line that Beijing has walked in building up its forces alongside its network of trading links to Asia and the US, it reveals the challenge that lies ahead for policymakers: namely, to follow China's development ever more closely, to determine whether it could come to see the costs of military conflict as outweighing the benefits of peaceful trade and economic growth.

China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.
