Paul Chapman is the founder and former director of the Center for Seafarers' Rights, a division of the Seamen's Church Institute. He shares the stories he has been told by seafarers subjected to shocking mistreatment who had nowhere else to turn. The ships to which they reported were decrepit and unseaworthy. The owners of bankrupt shipping ventures abandoned the ship and crew half a world away from their homes. There was not enough food. There was not enough fresh water. The living quarters were filthy and overcrowded. Problems faced by seafarers are exacerbated by a common strategy of hiring crew members thirty-five or forty countries to minimize the possibility that crew members will protest working conditions or contract violations. Without a common language and without access to legal advice, seafarers cannot effectively protest harassment, unsafe conditions, or the withholding of wages.
