The city of Leh is located in the high mountain desert of Ladakh in the Indian Himalayas and access to water has always been limited there. In recent years, the town has experienced high rates of urbanisation on the one hand, and tourist numbers have increased exponentially on the other, which has implications for the water supply of the people living there. Through several years of on-site research, challenges on various levels were documented and current governance approaches were analysed. This research forms the basis for future approaches to sustainable development.

This book deals with varied aspects of urban governance in the Indian state of Karnataka in general and its capital, Bengaluru, in particular. Given the growing significance of urbanisation for the economy, polity and society of Karnataka, and India as a whole, the volume’s contribution towards understanding various aspects of the phenomenon can hardly be overemphasised. Employment is a critical part of the macro-economy and a key driver of economic development. India’s employment policy over the past three decades provides an important case study for understanding how government attitudes to the labour market contribute to an emerging economy’s growth and development. This study contains important insights on the policy challenges faced by one of the world’s most populous, labour abundant economies in securing employment in a context of structural change. The book considers India’s approach to employment policy from a national and global perspective and whether policy settings promote employment intensive growth. Chapters in the first half of the volume evaluate India’s approach to employment policy within the national and international context. This includes the ILO Decent Work program, the national agenda for inclusive growth, and national regulatory frameworks for labour and education. Chapters in the second half of the volume focus on how employment policy works in practice and its impact on manufacturing workers, the self-employed, women, and rural workers. These chapters draw attention to the contradictions within the current policy regime and the need for new approaches. Employment Policy in Emerging Economies will interest scholars, policy makers and students of the Indian economy and South Asia more generally. In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.

This book takes readers on a journey through the evolution of agricultural communities in southern India, from their historical roots to the recent global neo-liberal era. It offers insights into a unique combination of themes, with a particular focus on agrarian change and urbanisation, specifically in the state of Karnataka where both aspects are significant and co-exist.
