In this comparative-historical analysis of Spanish America, Mahoney offers a new theory of colonialism and postcolonial development. He explores why certain kinds of societies are subject to certain kinds of colonialism and why these forms of colonialism give rise to countries with differing levels of economic prosperity and social well-being. Mahoney contends that differences in the extent of colonialism are best explained by the potentially evolving fit between the institutions of the colonizing nation and those of the colonized society. Moreover, he shows how institutions forged under colonialism bring countries to relative levels of development that may prove remarkably enduring in the postcolonial period. The argument is sure to stir discussion and debate, both among experts on Spanish America who believe that development is not tightly bound by the colonial past, and among scholars of colonialism who suggest that the institutional identity of the colonizing nation is of little consequence.

The 2018 edition of the Economic Survey of Latin America and the Caribbean, its seventieth issue, consists of three parts. Part I outlines the region's economic performance in 2017 and analyses trends in the early months of 2018, as well as the outlook for the rest of the year. It examines the external and domestic factors that have influenced the region's economic performance, analyses the characteristics of economic growth, prices and the labour market, and draws attention to some of the macroeconomic policy challenges of the prevailing external conditions, amid mounting uncertainty stemming mainly from political factors. Part II of this edition, which has three chapters, analyses the dynamics of investment and its determinants, with a view to identifying the different variables on which public policy can act to influence the trajectory of investment. In 2010, the Latin American and Caribbean region showed great resilience to the international financial crisis and became the world region with the fastest-growing flows of both inward and outward foreign direct investment (FDI). The upswing in FDI in the region has occurred in a context in which developing countries in general have taken on a greater share in both inward and outward FDI flows. This briefing paper is divided into five sections. The first offers a regional overview of FDI in 2010. The second examines FDI trends in Central America, Panama and the Dominican Republic. The third describes the presence China is beginning to build up as an investor in the region. Lastly, the fourth and fifth sections analyze the main foreign investments and business strategies in the telecommunications and software sectors, respectively.
