The Conference for E-Democracy and Open Government Asia 2016 presents papers that cover the latest developments in digital governance and politics. The integration of digital information and communication technologies in citizens' everyday lives sustainably changes the interaction with governments. Politics already embraces digital and mobile technologies and government follows the example. These conference proceedings reflect on the impact of a permanently connected society on forms of governance and political communication. The CeDEM Asia 2016 brings together experts from academia and practitioners as well as representatives of business and policy makers. The International Conference on E-Democracy and Open Government Asia 2018 (CeDEM Asia 2016) follows the success of eleven previous conferences in Europe and three in Asia, and was hosted this year in Yokohama, Japan, from July 12th to 13th.

This book investigates the role of smart cities in the broader context of urban innovation and e-government, identifies what a smart city is in practice and highlights their importance to the welfare of society. The book offers specific, measurable, and action-oriented public sector planning and management principles and ideas for smart governance in the era of global urbanization and innovation to help with the challenges in maintaining the democratic system of checks and balances as well as the division of powers in a highly interconnected world. The book will be of interest researchers, practitioners, students, and public sector IT professionals that work within innovation management, public administration, urban technologies and urban innovation, and public local administration studies.

The Conference for E-Democracy and Open Government (CeDEM) brings together experts from academia, public authorities, developers and practitioners. The CeDEM proceedings present the essence of academic and practical knowledge on e-democracy and open government. The peer-reviewed academic papers, the reflections, the workshops and the PhD summaries found in these proceedings reveal the newest developments, trends, tools and procedures, and show the many ways that these impact society and democracy.

This book constitutes the proceedings of the 16th IFIP WG 8.5 International Conference on Electronic Government, EGOV 2017, held in St. Petersburg, Russia, in September 2017, in conjunction with the 9th International Conference on eParticipation, ePart 2017. The 34 revised full papers presented were carefully reviewed and selected from 74 submissions. This book offers an overview of social media usage in Japan and describes its role in society during mid-level disruptions by natural disasters. Conceived during and after the Great East Japan Earthquake that devastated large portions of the north-eastern area of Japan, this volume addresses the links between Japanese civil society and the social media scene, using both traditional hypothesis testing, social surveys and large-scale big data analysis to provide insight into the development of an online community for connecting citizens. Considering the connection of civil society organizations, citizens and local governments through online communication, notably social media, and how to promote higher levels of citizen engagement in Japan, it offers solutions for a more prepared, resilient communication network among citizens in case of another large scale disaster.
