"Protection of human rights is an essential American value. One way Congress has extended this value in foreign policy is through the 'Leahy laws' (named for their author, Sen. Patrick Leahy, D-Vt.). These laws prohibit the U.S. government from providing assistance or training to members of a unit of any nation's security forces that has perpetuated a gross violation of human rights with impunity. This report examines the process by which individuals and units are vetted in compliance with the Leahy law applicable to the U.S. Department of Defense (DoD) to help DoD improve its role in the existing system and to build further capacity to implement the law effectively, with transparency and accountability for results. The authors examined relevant laws, documentation, and data and interviewed over 75 officials from DoD and the U.S. Department of State. The objectives were to understand the requirements and processes, to identify challenges and best practices, and to offer recommendations for improvement. Our research found that Leahy-vetting requirements are generally not a roadblock to security cooperation, but its oversight is challenged by inadequate governance structures. Getting to the Heart of the Matter recounts Levin's experiences, thoughts, and actions during these historic moments. Consisting of seventeen chapters, the book also takes the reader through Levin's early life in Detroit of the 1940's, 50's and 60's where he met his wife, started a family, practiced law and served as the first General Counsel for the newly created Michigan Civil Rights Commission and the chief appellate defender for Detroit's Legal Aid Office. Elected to the Detroit City Council in 1969, where Levin served for eight years including four as Council president, the book describes how his fight against the Department of Housing and Urban Development's devastating housing practices in the neighborhoods of Detroit led him to run for the U.S. Senate with a pledge to make government work more effectively. Winning election six times, Levin had an illustrious career in the Senate where he challenged leaders in government and the private sector for the greater good of the nation. Levin describes how, as a Democrat, throughout his time in the Senate, he worked with Republican senators who often held different policy positions in order to find common ground to achieve national goals, and how he and his Senate staff searched for creative solutions to trade issues, support for the auto industry and manufacturing sector, U.S. military action in Iraq and Afghanistan, and efforts to protect the Great Lakes and the environment, among many other issues. Levin's hope in writing this memoir is that by sharing his deeply held beliefs about the responsibility of elected officials the book will serve as a resource for people beginning a career in, or contemplating running for, public office. This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.

Over the past two decades of conflict, women have served with valor and continue to serve on combat aircraft, naval vessels, and in support of ground combat operations. The expansion of roles for women in the Armed Forces has evolved since the early days of the military when women were restricted by law and policy from serving in certain occupations and units. Women have not been precluded by law from serving in any military unit or occupational specialty since 1993 when Congress repealed the remaining prohibitions on women serving on combatant aircraft and vessels. However, Department of Defense (DOD) policies have prevented women from being assigned to units below brigade level where the unit's primary mission was to engage directly in ground combat. This policy barred women from serving in infantry, artillery, armor, combat engineers, and special operations units of battalion size or smaller. On January 24, 2013, then-Secretary of Defense Leon Panetta rescinded the rule that restricted women from serving in combat units and directed the military departments and services to review their occupational standards and assignment policies and to make recommendations for opening all combat roles to women no later than January 1, 2016. On December 3, 2015, Secretary of Defense Ashton Carter ordered the military to open all combat jobs to women with no exceptions. This most recent policy change followed extensive studies that were completed by the military departments and by the Special Operations Command (SOCOM) on issues such as unit cohesion, women's health, equipment, facilities modifications, propensity to serve, and international experiences with women in combat. These studies also included a review and validation of gender-neutral occupational standards for combat roles where such standards existed. On March 10, 2016, Secretary Carter announced that the Services' and SOCOM's implementation plans for the integration of women into direct ground combat roles were approved. Some concerns about the implementation of the new policy remain, including the recruitment, assignment, and career management of women into the new roles, and the impact of integration on unit readiness. Congress has oversight authority in these matters, and may also consider issues such as equal opportunity, equal responsibility (such as selective service registration), and the overall manpower needs of the military.

This report stems from a congressional request for an independent report about the U.S. Department of Defense s capabilities for joint analysis and ways to improve them. Congressional concerns largely involved the activity called support for strategic analysis (SSA) and whether to revise it. The report recommends making fundamental revisions to the overall planning construct to which SSA contributes."
