Community groups and human service organizations are under a tremendous amount of pressure to strengthen their programs and measure the effectiveness of their work. These challenges have prompted many to seek consultation and technical assistance in order to better plan, develop, and evaluate their services and resources and be more responsive to the needs of funders and the community. In this volume, practitioners and researchers present methods and strategies for assisting and collaborating with groups and agencies serving families. Helping a community or organization involves many tasks (reaching out to the community, building leadership, developing and planning for action) and requires specialized knowledge and skills. Contributors combine a research-based, theoretical framework with practical guidance to explain this process and offer cross-cultural case studies in a wide range of settings. The book begins with a discussion of the role of the coach or capacity-building consultant and the related but distinct activities of consultation, technical assistance, and service. This book contains a number of papers presented at a workshop organised by the World Bank in 1997 on the theme of 'Social Capital: Integrating the Economist's and the Sociologist's Perspectives'. The concept of 'social capital' is considered through a number of theoretical and empirical studies which discuss its analytical foundations, as well as institutional and statistical analyses of the concept. It includes the classic 1987 article by the late James Coleman, 'Social Capital in the Creation of Human Capital', which formed the basis for the development of social capital as an organising concept in the social sciences.

We reviewed, annotated, and organized recent social science research and developed a framework for addressing the wildland fire social problem. We annotated articles related to three topic areas or factors, which are critical for understanding collective action, particularly in the wildland-urban interface. These factors are collaborative capacity, problem framing, and mutual trust. The integration of these is a prerequisite of collective action to develop Community Wildfire Protection Plans, reduce vegetative fuels, enhance public safety and preparedness, and/or create defensible space. Collective action requires partnerships, common goals, and a common language. Understanding the inter-relationships between the factors that enable collective action is important to collaborative partnerships, forest managers, and social science researchers as they work together to address the wildland fire social problem.

While national security activities, which range from planning for an influenza pandemic to Iraq reconstruction, require collaboration among multiple agencies, the mechanisms used for such activities may not provide the means for interagency collaboration needed to meet modern national security challenges. This report addresses actions needed to enhance interagency collaboration for national security activities: (1) the development and implementation of overarching, integrated strategies; (2) the creation of collaborative organizations; (3) the development of a well-trained workforce; and (4) the sharing and integration of national security information across agencies. This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, describes a framework—including for long-range planning, corridor planning, project programming, environmental review, and environmental permitting— that supports collaborative business practices for reaching decisions on adding highway capacity when necessary.
