This book argues that renewable electrification in developing countries provides important opportunities for local economic development, but new pathways are required for turning these opportunities into successful reality. Building Innovation Capabilities for Sustainable Industrialisation offers a novel input into the debate on development of capabilities for sustainable industrialisation and delivers key insights for both researchers and policy makers when it comes to the question of how to increase the economic co-benefits of renewables expansion. This report, first published in 1996, argues that radical changes in industrial organization and its relationship to society tend to arise in rapidly industrializing countries, and that new principles of sustainable production are more likely to bear fruit in developing than in developed countries. The rising tide of investment by multinational firms – who bring managerial, organizational and technological expertise – is a major resource for achieving this. Developing countries could steer such investment towards environmental goals through coherent and comprehensive policies for sustainable development.

As anti-globalization and geopolitical tensions continue to rise, the use of local content requirements (LCRs) around the world has become more noticeable than ever before. The reasons for adopting LCRs range from ensuring domestic supply availability, job creation, and increasing value added to safeguarding national security. Ing and Grossman examine country-specific as well as firm-product level exercises to explain how LCRs reduce fair competition, resulting in lower trade and productivity, which ultimately lowers world economic output and overall human welfare.
