The Chinese government is using space power to increase its influence at home and abroad and hopes to leverage the political, economic, and military benefits of space to become a great power. The ambivalent nature of the U.S.-China relationship, however, assures that over the long term China's rise as a space power will present challenges to the United States. Militarily, China's improved remote sensing capabilities and launch tempos require the U.S. military to prepare to counteract China's use of space in a potential conflict over Taiwan. Commercially, China's lower labor costs and mercantilist approach to space could establish China as a competitive market force. Politically, U.S. diplomats must recognize the role Chinese space activities plays in diplomacy and be prepared to ameliorate cooperative activities that impinge on U.S. national security. Despite these drawbacks, cooperation with China cannot be ruled out. Cooperation can improve scientific research, increase safety, and make an opaque program more transparent, but should not directly improve China's military or commercial capabilities. Consequently, the U.S. response to China's rise as a space power should take a balanced approach in which challenges are managed and opportunities exploited.

China's space program has achieved spectacular success in recent years. Since 2003 China has launched two human space flight missions, destroyed a satellite with a direct ascent anti-satellite weapon, and launched a moon orbiter. In this monograph, Mr. Kevin Pollpeter assesses China's rise as a space power and its implications for the United States. He argues that China's use of space power is part of an integrated approach to increasing its comprehensive national power and achieving great power status. As a result, China's increasing space power challenges the United States militarily, economically, commercially, and politically. China's increasing space capabilities will erode the U.S. lead in space in both absolute and relative terms. Nevertheless, the loss of preeminence in space need not result in the United States losing its role as the leading space power.

China is transforming Africa's information space. It is assisting African broadcasters with extensive loans, training and exchange programmes and has set up its own media operations on the continent in the form of CCTV Africa. In the telecommunications sector, China is helping African governments to expand access to the internet and mobile phones, with rapid and large-scale success. While Western countries have ambiguously linked the need to fight security threats with restrictions of the information space, China has been vocal in asserting the need to control communication to ensure stability and development. Featuring a wealth of interviews with a variety of actors – from Chinese and African journalists in Chinese media to Chinese workers for major telecommunication companies – this highly original book demonstrates how China is both contributing to the 'Africa rising' narrative while exploiting the weaknesses of Western approaches to Africa, which remain trapped between an emphasis on stability and service delivery, on the one hand, and the desire to advocate human rights and freedom of expression on the other. Arguing no state can be understood without attention to its information structure, the book provides the first assessment of China's new model for the media strategies of developing states, and the consequences of policing Africa's information space for geopolitics, security and citizenship.
