This volume brings the refugee issue out of the narrow confines of refugee law into the centre of international law and international relations. It reviews the concept of the refugee and the international protection of refugees from the unconventional angle of the prospects and limitations of multilateralism in the post Cold War era. The broadening concept of security, affecting the attitudes of states towards refugees, is the underlying theme of the book. As a result, the contemporary preoccupation with how best to provide international protection to all those in need of it is reviewed from a number of relevant perspectives: including that of peacekeeping, sanctions, and coordination and competence within the United Nations.

This volume contains the Proceedings of the Third International EXAFS Conference, hosted by Stanford University and the Stanford Synchrotron Radiation Laboratory on July 16-20, 1984. The meeting, co-chaired by Professors Arthur Bienenstock and Keith Hodgson, was attended by over 200 scientists representing a wide range of scientific disciplines. The format of the meeting consisted of 51 invited presenta tions and four days of poster sessions. This Proceedings is a compilation of 139 contributions from both invited speakers and authors of contributed posters. The last ten years has seen the rapid maturation of x-ray absorption spectrosco pyas a scientific discipline. The vitality of the field is reflected in the diver sity of applications found in the Proceedings. Recent work continues to probe the limits of x-ray spectroscopy, with proven techniques being extended to, for examp le, very low or high energy studies, to very dilute systems, and to studies of surface structure. In fact, the title of the conference does not at all reflect the breadth of the science discussed at this meeting. The number of fields in which x ray absorption spectroscopy is finding applications has increased dramatically even in the two years since the previous International Conference held in Frascati*. The prospects for continued growth and innovation will be even further enhanced if a new generation 6 GeV storage ring is constructed in the next five years.

We are pleased to bring you this collection of papers for the Ninth International Conference on Conceptual Structures (ICCS), representing continued excellence in conceptual structures research. We have adopted the title \Broadening the Base," acknowledging the importance of contributions from scholars in many research areas. The rst ICCS meetings focused primarily on Sowa’s conceptual graphs; in recent years, however, the ICCS conference series has intentionally widened its scope to stimulate research across domain boundaries. We hope that this stimulation is further enhanced by ICCS 2001 continuing the long tradition of lively conferences about Conceptual Structures. We wish to express our appreciation to all the authors of submitted papers, to the general chair, to the members of the editorial board and the program committee, and to the additional reviewers for making ICCS 2001 a valuable contribution to the knowledge processing research eld. We would also like to acknowledge the leadership of Guy Mineau and Bernhard Ganter in providing a solid framework for an open and e ective reviewing process. What do they all mean – the lascivious ape, autophagic dragons, pot-bellied heads, harp-playing asses, arse-kissing priests and somersaulting jongleurs to be found protruding from the edges of medieval buildings and in the margins of illuminated manuscripts? Michael Camille explores that riotous realm of marginal art, so often explained away as mere decoration or zany doodles, where resistance to social constraints flourished. Medieval image-makers focused attention on the underside of society, the excluded and the ejected. Peasants, servants, prostitutes and beggars all found their place, along with knights and clerics, engaged in impudent antics in the margins of prayer-books or, as gargoyles, on the outsides of churches. Camille brings us to an understanding of how marginality functioned in medieval culture and shows us just how scandalous, subversive, and amazing the art of the time could be.
