Breaches and Bridges — German Foreign Policy in Turbulent Times features an agenda-setting speech by the Federal President of Germany, Dr Frank-Walter Steinmeier, delivered as a GIGA Distinguished Speaker Lecture in June 2016, when he served as the Federal Minister for Foreign Affairs. This speech is accompanied by two essays. The first is an introduction by the First Mayor of Hamburg, Olaf Scholz, which reflects on the role of the Hanseatic City in world affairs. The second is a brief analysis by Professor Amrita Narlikar, President of the GIGA German Institute of Global and Area Studies. Narlikar identifies the necessity for a more profound understanding of historical trajectories, political traditions, and bargaining cultures of international negotiating partners, and invokes new forms of leadership and cooperation in global governance. In his speech, Dr Steinmeier announces the German candidacy for a non-permanent seat on the UN Security Council and outlines German foreign policy with its cornerstones of peace, justice, innovation, and partnership. In a period of global transition and turmoil, the world needs creative and feasible solutions. This volume (with articles in both English and German) will be a valuable resource for students, academics, policymakers, and practitioners in the field of international relations and foreign affairs.

Contemporary debates on immigration, multiculturalism, nationalism, and linguistic rights often find language policy scholars and political philosophers at odds. This book aims to assess the obstacles and build bridges between scholars of language policy and political theory with chapters by Stephen May, Ronald Schmidt, Jr., Daniel Weinstock, Thomas Ricento, Yael Peled and Peter Ives. Along with an introduction by the editors, the chapters map out the contours of the debates and potential contributions that political theory can make to language policy and vice-versa. The book offers an appraisal of current research, areas of contestation and a framework for future interdisciplinary inquiry on the complex interface between language, power and ethics. This collection will be useful for scholars from diverse disciplinary perspectives with interests in contemporary societal debates in which language plays an important—even central—role. Jewish law forbids carrying objects between private or public areas on the Sabbath. However, rabbinic authorities deemed carrying permissible within a physical enclosure called an eruv. This book explores the rabbinic debates surrounding the creation of such enclosures in North American cities and examines the evolution of American Orthodox communities from the late nineteenth century through the 1960s. The earliest debates reflect a community with low religious observance and weak ties to local government that relied on European rabbis for authority. By the mid-twentieth century, these rabbinic disputes reveal an established, religiously observant community forming its own traditions.
