This Guidebook constitutes a complement to a series of technical guidebooks: Technical Evaluation of Bids for Nuclear Power Plants, Technical Reports Series No. 204 (1981); Guidebook on the Introduction of Nuclear Power, Technical Reports Series No. 217 (1982); and Economic Evaluation of Bids for Nuclear Power Plants, 1999 Edition, Technical Reports Series No. 369 (2000). These provide, in particular, information on the process of plant acquisition and advice on the principal activities involved in the planning and implementation of nuclear power projects, as well as on the infrastructure requirements and development needs for the successful implementation of a nuclear power programme. These reports are directed to the special needs of developing countries.

This publication emphasizes the integrity and interdependence of various activities related to the bid invitation, technical and economic evaluation and contracting, it updates information included in the existing IAEA documents in order to better reflect the developments in the nuclear and energy industry, compiles a more compact and user friendly guidebook integrating the existing IAEA documents on the subject. It provides the necessary information to organize, guide and realize the activities related to the invitation, the technical and economic evaluation of bids, and contracting as an integrated process. Furthermore, this publication indicates how and to what degree the activities preceding the preparation of the bid invitation specification, the evaluation of bids and contracting could influence the process.

Developing a nuclear power programme is a major undertaking requiring careful planning and preparation. This publication provides guidance for Member States that with to assess the resources required for the development of the infrastructure needed for a nuclear power programme. Resource estimates are presented in person years, to account for economic differences across countries, in terms of labour costs, which may vary significantly. The data are presented in sufficient detail that they can also be used by countries that have decided to expand their nuclear programme after a long period without building any new nuclear power plants.
