Maastricht and Beyond is a critical assessment of the European Union brought into being by the Treaty of Maastricht. The post-communist Central European and Baltic economies are now approaching the end of their transitions to well-functioning market systems. In some respects, the approaching EU accession and conclusion of the transition marks the end of a fascinating period in economic history. Beyond Transition focuses on the economic problems and issues facing Central Europe and the Baltics, the Balkans, and countries belonging to the Commonwealth for Independent States (CIS) in the post-transition context. This focus reflects the need to better understand two processes that are increasingly apparent in the post-communist economic space. First, many of the problems now facing policy makers in post-communist economies - choice of exchange rate regime, tax reform, labour market regulation, improving corporate governance - also face policy makers in developed and developing countries in other parts of the world. Second, the EU's eastern enlargement and the policy agendas facing the first wave accession candidates have major implications for the CIS and Balkan countries that have not been (and may never be) invited to join this process.

A lively debate on the constitutionalisation of the international legal order has emerged in recent years. A similar debate has also taken place within the European Union. This book complements that debate, exploring the underlying realities that the moves towards constitutionalism seek to address. It does this by focusing on the substantive interconnections that the EU has developed over the years with the rest of the world, and assesses the practical impact these have both in the development of its legal order as well as in the international community. Based on papers delivered at the bi-annual EU/International Law Forum organised by the University of Bristol in March 2009, this collection of essays examines policy areas of economic governance (trade, financial services, migration, environment), political governance (human rights, criminal law, responses to financing terrorism), security governance (counter-terrorism, use of force, non-proliferation), and the issue of the emergence of European and global values. How are these areas shaped by the interaction between EU law and other legal orders and polities? In what ways does the EU impact on other transnational legal systems? And how are its own rules and principles shaped by such systems? These questions are addressed in the light of the specific legal and political context within which the EU pursues its policies by interacting with the rest of the world.

Neuromodulation is among the fastest-growing areas of medicine, involving many diverse specialties and affecting hundreds of thousands of patients with numerous disorders worldwide. It can briefly be described as the science of how electrical, chemical, and mechanical interventions can modulate the nervous system function. A prominent example of neuromodulation is deep brain stimulation (DBS), an intervention that reflects a fundamental shift in the understanding of neurological and psychiatric diseases: namely as resulting from a dysfunctional activity pattern in a defined neuronal network that can be normalized by targeted stimulation. The application of DBS has grown remarkably and more than 130,000 patients worldwide have obtained a DBS intervention in the past 30 years—most of them for treating movement disorders. This Frontiers Research Topics provides an overview on the current discussion beyond basic research in DBS and other brain stimulation technologies. Researchers from various disciplines, who are working on broader clinical, ethical and social issues related to DBS and related neuromodulation technologies, have contributed to this research topic.

A scientific publication system needs to provide two basic services: access and evaluation. The traditional publication system restricts the access to papers by requiring payment, and it restricts the evaluation of papers by relying on just 2-4 pre-publication peer reviews and by keeping the reviews secret. As a result, the current system suffers from a lack of quality and transparency of the peer-review evaluation process, and the only immediately available indication of a new paper’s quality is the prestige of the journal it appeared in. Open access is now widely accepted as desirable and is slowly beginning to become a reality. However, the second essential element, evaluation, has received less attention. Open evaluation, an ongoing post-publication process of transparent peer review and rating of papers, promises to address the problems of the current system. However, it is unclear how exactly such a system should be designed. The evaluation system steers the attention of the scientific community and, thus, the very course of science. For better or worse, the most visible papers determine the direction of each field and guide funding and public policy decisions. Evaluation, therefore, is at the heart of the entire endeavor of science. As the number of scientific publications explodes, evaluation and selection will only gain importance. A grand challenge of our time, therefore, is to design the future system, by which we evaluate papers and decide which ones deserve broad attention. So far scientists have left the design of the evaluation process to journals and publishing companies. However, the steering mechanism of science should be designed by scientists. The cognitive, computational, and brain sciences are best prepared to take on this task, which will involve social and psychological considerations, software design, and modeling of the network of scientific papers and their interrelationships. This Research Topic in Frontiers in Computational Neuroscience collects visions for a future system of open evaluation. Because critical arguments about the current system abound, these papers will focus on constructive ideas and comprehensive designs for open evaluation systems. Design decisions include: Should the reviews and ratings be entirely transparent, or should some aspects be kept secret? Should other information, such as paper downloads be included in the evaluation? How can scientific objectivity be strengthened and political motivations weakened in the future system? Should the system include signed and authenticated reviews and ratings? Should the evaluation be an ongoing process, such that promising papers are more deeply evaluated? How can we bring science and statistics to the evaluation process (e.g. should rating averages come with error bars)? How should the evaluative information about each paper (e.g. peer ratings) be combined to prioritize the literature? Should different individuals and organizations be able to define their own evaluation formulae (e.g. weighting ratings according to different criteria)? How can we efficiently transition toward the future system? Ideally, the future system will derive its authority from a scientific literature on community-based open evaluation. We hope that these papers will provide a starting point.
