A study of water at the intersection of landscape and infrastructure in Paris, Berlin, Lagos, Mumbai, Los Angeles, and London. Water lies at the intersection of landscape and infrastructure, crossing between visible and invisible domains of urban space, in the tanks and buckets of the global South and the vast subterranean technological networks of the global North. In this book, Matthew Gandy considers the cultural and material significance of water through the experiences of six cities: Paris, Berlin, Lagos, Mumbai, Los Angeles, and London. Tracing the evolving relationships among modernity, nature, and the urban imagination, from different vantage points and through different periods, Gandy uses water as a lens through which to observe both the ambiguities and the limits of nature as conventionally understood. Gandy begins with the Parisian sewers of the nineteenth century, captured in the photographs of Nadar, and the reconstruction of subterranean Paris. He moves on to Weimar-era Berlin and its protection of public access to lakes for swimming, the culmination of efforts to reconnect the city with nature. He considers the threat of malaria in Lagos, where changing geopolitical circumstances led to large-scale swamp drainage in the 1940s. He shows how the dysfunctional water infrastructure of Mumbai offers a vivid expression of persistent social inequality in a postcolonial city. He explores the incongruous concrete landscapes of the Los Angeles River. Finally, Gandy uses the fictional scenario of a partially submerged London as the starting point for an investigation of the actual hydrological threats facing that city.

This book provides an empirical analysis of the concept of play as a form of spatial practice in urban public spaces. The introduced City–Play–Framework (CPF) is a practical urban analysis tool that allows urban designers, landscape architects and researchers to develop a shared awareness when opening up this window of possibility for adventure. Two case studies substantiate and illustrate the development process and testing of the framework in Canberra, Australia, and Potsdam, Germany. The appropriation of public spaces that transcend boundaries can facilitate an intrinsic connection between people and their immediate environment, towards a more joyful ontological state of human existence in which imagination, co-creation and a sense of agency are key elements of the design approach. The framework presents an alternative understanding of public spaces and public life, reflecting on theory and its implications for practice in a post-pandemic world in dense urban centres. There is little question today that processes of globalization affect national and local economies, governance processes, and conditions for economic competitiveness in the major urban regions of the world. In most liberal-democratic countries, these processes are occurring according to a rationale which attempts to combine strategies of state-supported development with increasing local-regional governmental decentralization and autonomy. Against this background, the issue of metropolitan development is being redefined worldwide, along with its institutional frameworks, modes of governance, policy instruments, and spatial planning strategies. The overarching assumption of this volume is that ‘metropolitan space’, far from being consolidated as a policy object, is currently being redefined and in some instances ‘constructed’ and contested as a scale, through a variety of policy practices related to spatial-economic development objectives. Through case studies drawn from across four continents, the authors reveal a range of interesting cross-national commonalities concerning the power that state actors, situated at various spatial scales, exert as agents in these processes. This volume interrogates key research issues raised by these developments, and is intended as a contribution to the establishment of a globally comparative analysis of the construction of metropolitan spaces and scales under conditions of globalization and neoliberalization.

In contrast to most migration studies that focus on specific “foreigner” groups in Germany, this study simultaneously compares and contrasts the legal, political, social, and economic opportunity structures facing diverse categories of the ethnic minorities who have settled in the country since the 1950s. It reveals the contradictory, and usually self-defeating, nature of German policies intended to keep “migrants” out—allegedly in order to preserve a German Leitkultur (with which very few of its own citizens still identify). The main barriers to effective integration—and socioeconomic revitalization in general—sooner lie in the country’s obsolete labor market regulations and bureaucratic procedures. Drawing on local case studies, personal interviews, and national surveys, the author describes “the human faces” behind official citizenship and integration practices in Germany, and in doing so demonstrates that average citizens are much more multi-cultural than they realize.
