Pese al dictado de la teoría económica clásica, que caracteriza la intervención del Estado en la economía como puramente correctiva, la experiencia nos muestra que el gran objetivo del bienestar común precisa de acciones públicas más allá de su foco en las fallas del mercado. En no pocas ocasiones, por diversas razones, la acción directa de la Administración en los mercados como un agente económico más cobra una importancia inusitada. La Administración Pública se despoja en estos eventos de su manto de autoridad y de su tradicional papel de regulador y supervisor del mercado para asumir un papel activo en el circuito económico. El presente tomo estudia esta realidad. En él se aborda el análisis del régimen de las actuaciones administrativas en su quehacer de responsable directo de actividades de tipo prestacional (Estado prestacional) e industrial y comercial (Estado empresario), así como en su correlativo papel de consumidor y competidor en el mercado (Estado consumidor - Estado competidor). A lo anterior se suma el examen de algunos de los principales retos que imponen a la intervención del Estado en la economía nuestro tiempo y sus particulares crisis, tendencias y afanes: la gestión de preciados recursos escasos, el conductualismo, la globalización, el cambio climático, las plataformas digitales, la integración regional y la estabilidad económica y fiscal. Todos ellos plantean nuevas preocupaciones y condicionantes a la Administración y, de una u otra forma, inciden en la forma como esta cumple y ha venido cumpliendo sus responsabilidades en este frente. Su estudio resulta imperioso y su valoración crítica y científica, urgente. A lo largo de sus diecisiete capítulos, de la mano de un puñado de investigadores expertos en estos asuntos, el presente tomo lleva a cabo esta labor e ilustra de forma clara y suficiente al lector sobre cuestiones poco tratadas por la doctrina del Derecho Administrativo.

El tomo segundo de esta obra se encarga de desarrollar los conceptos de Estado Supervisor y Estado Promotor. Las actividades de supervisión de las actividades económicas constituyen uno de los pilares del Estado social de derecho y la Economía de Mercado, sus modalidades actuales dan cuenta del amplio espectro en el que se manifiesta (inspección, vigilancia y control, sanciones, compliance, toma de posesión, entre otros). Ello no debe sorprender, la garantía del respeto de las reglas de juego en las actividades económicas deviene, en la actualidad, en una actividad de evidente interés general que afecta a los ciudadanos de una manera directa. Por otra parte, el análisis del Estado Promotor, asunto inexplorado en el derecho nacional, invita a reflexionar sobre las distintas herramientas de intervención del Estado en la economía para impulsar sectores de la economía. El libro explora, entonces, los subsidios, las subvenciones, las ayudas públicas, los contratos y sus manifestaciones en sectores concretos como la promoción de la vivienda, del urbanismo y del cine. This final volume in the The Conservation Atlas of Tropical Forests covers the Americas. It provides an up-to-date overview of the status of rain forests in South America, Central America, and the Caribbean. Following the format of the two previous volumes The Conservation Atlas of Tropical Forests: Asia and the Pacific (1991) and The Conservation Atlas of Tropical Forests: Africa (1992), the atlas is divided into two parts. Part I introduces and discusses the complex interrelated issues in the regions that are involved in both deforestation as well as conservation of the tropical forests. Included are discussions on the history of the forests, agricultural colonization policies and deforestation, conservation polices for plants and wildlife, protected areas, and the future of the tropical forests. Part II is a detailed and well referenced country-by-country analysis of conservation status and trends. Four-colour maps have been compiled from satellite and radar imagery, aerial photography, and the latest information provided by forestry departments and development agencies.
